Council Tax Reduction for Single Parents in South Gloucestershire

Being the only adult in a household with children puts you in a uniquely pressured position when it comes to council tax. You are solely liable for the bill, your income is usually lower than a two-adult household, and the council's systems were not designed with your time constraints in mind. The good news for single parents in South Gloucestershire: you can stack the 25% Single Person Discount on top of Council Tax Reduction, which substantially cuts the final amount you owe.

Single Person Discount Plus CTR

As the only adult in your property (children under 18 do not count as residents for council tax purposes), you qualify for a 25% Single Person Discount. This is applied to your bill first, before Council Tax Reduction is calculated.

Here is what that looks like in practice. Take a Band C property in Yate with a 2026/27 charge of roughly £2,225:

  1. Single Person Discount (25%): reduces the bill by about £556, leaving £1,669
  2. CTR assessment: if you have zero earned income, you receive the maximum 77% reduction on £1,669, which is about £1,285
  3. You pay: roughly £384 for the year — the mandatory 23% minimum of the discounted bill

Without the Single Person Discount, the same 77% CTR on the full £2,225 bill would leave you paying £512. The discount saves about £128 a year even at maximum CTR.

If you have not yet applied for the Single Person Discount, do that through your South Gloucestershire Council online account. It is a separate application from CTR but takes only a few minutes.

How Your Income Is Assessed

South Gloucestershire's working-age scheme uses weekly earned-income bands to set your reduction percentage. Only earned income counts — wages from employment or net profit from self-employment. The following common sources of lone-parent income are all excluded from the band calculation:

  • Child Benefit
  • Child Tax Credit (if still receiving it pre-UC migration)
  • Universal Credit standard allowance and child elements
  • Child maintenance payments
  • Personal Independence Payment or Disability Living Allowance

So if you work part-time and earn £90 net per week, you fall into the £50.01–£100.00 band (40% reduction) regardless of how much you receive in UC child elements or Child Benefit. Your total household income might be significantly higher than £90 a week, but the council only looks at the earned portion for band placement.

For self-employed lone parents, the council assesses your net weekly profit over a recent period (typically 13 weeks). If your earnings fluctuate — common for freelancers juggling childcare — each reassessment period may place you in a different band. Small fluctuations within the same band (say, £60 one month and £85 the next — both in the £50.01–£100.00 band) do not trigger a change in your award.

Childcare Costs and the Income Calculation

Childcare costs may be deductible under the scheme, but they require formal verification and are not applied automatically. Declare the costs and ask South Gloucestershire Council what expenses and evidence qualify before subtracting anything from your weekly earnings. A confirmed deduction can affect which income band applies.

When Children Turn 18

This is where lone parents often get caught out. The moment your child turns 18, two things change simultaneously:

  1. They may be treated as a non-dependant for CTR purposes, potentially attracting a non-dependant deduction from your award
  2. Your Single Person Discount may end if they are not disregarded (full-time students and certain benefit recipients are still disregarded for council tax)

Losing the 25% discount and gaining a non-dependant deduction at the same time can dramatically increase your bill. Report the change to South Gloucestershire Council within 21 days through the Change of Circumstances portal — failing to report can create an excess reduction that the council claws back from your billing account.

If your child qualifies as a full-time student under council tax rules, they may be disregarded for the council tax count, preserving your Single Person Discount. That does not by itself confirm whether a CTR non-dependant deduction applies; ask the council and provide evidence of their student status.

Applying When Time Is Short

The South Gloucestershire online portal is the fastest route, but it goes offline nightly between 9:30 pm and 3:00 am — exactly when most parents with young children finally have a moment to sit down. If you miss the window, you can also:

  • Call 01454 868002 during office hours
  • Visit a One Stop Shop (Kingswood, Patchway, or Yate) Monday to Friday — arrive early, as queues build during peak bill season

Your award starts from the Monday after the council receives your application. If you have been eligible for a while but only just applying, working-age backdating is limited to 6 weeks and requires proof of continuous good cause. Do not delay.

Our South Gloucestershire Council Tax Reduction guide walks through the full lone-parent scenario — stacking Single Person Discount with CTR, declaring childcare costs, and preparing for the changes when your child reaches adulthood.
