Reporting a Change of Circumstances for Council Tax Reduction in South Gloucestershire
The 21-Day Reporting Rule
If you receive Council Tax Reduction in South Gloucestershire, you're legally required to report any change in your circumstances within 21 days of it happening. Late reporting can result in an "excess reduction" — the council's term for an overpayment — which gets clawed back by increasing your council tax bill.
Telling the DWP, Jobcentre Plus, or HMRC about a change does not satisfy your obligation to tell South Gloucestershire Council separately. These are different organisations with different systems.
What You Must Report
Any change that could affect your entitlement, including:
Income changes:
- Starting or stopping a job
- Pay rise or reduction
- Self-employment profit changes
- Starting or losing overtime
Household changes:
- Partner moving in or out
- A child turning 18 (they may become a non-dependant)
- Another adult moving into the property
- Separation, divorce, or new relationship
Capital changes:
- Savings crossing the £5,500 threshold (or reaching £6,000, which disqualifies you entirely)
- Inheritance
- Property sale proceeds
Other changes:
- Moving to a new address
- Being away from home for more than 13 weeks
- Changes to disability benefits (PIP/DLA awarded, stopped, or rate changed)
- Starting or losing Carer's Allowance
How to Report
Three routes:
- Online — South Gloucestershire Council's dedicated Change of Circumstances portal
- Email — [email protected]
- In person — visit a One Stop Shop in Kingswood, Patchway, or Yate
Email creates a paper trail with a timestamp, which is useful if there's ever a dispute about when you reported.

What Happens When Your Income Changes
South Gloucestershire's banded system means small income changes within the same band don't affect your reduction. If you're in the £50.01–£100 band and your weekly earnings go from £65 to £85, nothing changes — you still get 40% reduction.
But crossing a band boundary triggers a recalculation. The council issues a revised demand notice with your new bill amount. If you're on Universal Credit, this often happens automatically when the council receives your monthly UC data update.
Excess Reductions (Overpayments)
If the council discovers you should have reported a change earlier, or if an administrative error gave you too much reduction, they create an excess reduction on your account. This gets recovered by debiting your council tax billing account — you'll receive a revised bill showing increased instalments or an immediate demand.
The excess reduction is added to your council tax account. The council issues a revised bill with increased instalments or an immediate demand. If the revised bill is unmanageable, contact the council about spreading payments or apply for Section 13A(1)(c) hardship relief.
If you're facing enforcement action as a result of excess reduction adjustments, seek free debt advice from StepChange (0800 138 1111), National Debtline (0808 808 4000), or Citizens Advice South Gloucestershire (0808 278 7947).
Renewals: You Don't Need to Reapply
South Gloucestershire doesn't require annual reapplication. Your CTR continues indefinitely as long as your circumstances stay the same. However, the council runs periodic risk-based reviews — you may receive an audit questionnaire asking for updated income and evidence. Failing to respond within 21 days can result in your award being suspended or terminated.
