Southwark Council Tax Reduction Change of Circumstances: What to Report and When

The 21-Day Rule

Once you're receiving Council Tax Reduction in Southwark, you're legally required to report any material change in your household circumstances within 21 days of it happening. That's 21 calendar days — not working days.

Failing to report on time doesn't just risk a reassessment. If the council later discovers you received more CTR than you were entitled to, the overpaid amount becomes "excess Council Tax Reduction." They'll reverse the credit on your account, issue a revised demand notice, and you'll owe the difference.

Reporting to DWP Doesn't Count

This catches people out regularly: telling the DWP about a change to your Universal Credit does not satisfy the duty to tell Southwark Council. The council receives UC award data electronically from DWP, but that's a verification feed — not a formal change notification. You still need to report the change directly to Southwark's Revenues and Benefits team through the council's portal or by contacting Exchequer Services.

What Changes You Need to Report

Income changes — Starting a new job, losing a job, hours changing, getting a pay rise, or self-employment earnings going up or down. This includes your partner's income too. For people on zero-hours contracts or gig work, significant monthly fluctuations in earnings should be reported.

Benefit changes — Universal Credit award going up or down, starting or stopping PIP, DLA, ESA, or Carer's Allowance. A change in UC elements (like gaining or losing the LCWRA element) directly affects your applicable amount and premiums.

Household composition — Someone moving in or out, including a partner, adult child, or other non-dependant. A non-dependant arriving triggers deductions of £3.74 to £11.36 per week depending on their income. A non-dependant leaving removes that deduction and could increase your award.

Capital changes — Savings crossing the £6,000 or £16,000 thresholds, receiving an inheritance, selling a property, or cashing in investments. If your total capital exceeds £16,000 at any point, CTR entitlement stops entirely.

Property changes — Moving to a different address within Southwark (your current claim doesn't transfer — you need a new application), leaving Southwark altogether, or someone qualifying for a Severe Mental Impairment disregard at your property.

Temporary absences — Leaving the property for an extended period can affect your claim if the absence exceeds statutory limits.

How to Report Changes

Report through Southwark Council's online portal (MySouthwark) or by contacting Exchequer Services directly. When you report online, you'll get a submission reference — keep it. If you report by phone, note the date, time, and the name of the person you spoke to.

What Happens After You Report

Southwark reassesses your CTR entitlement based on the new information. If the change reduces your award, they'll issue a revised Council Tax demand notice with higher remaining instalments. If it increases your award, the revised notice will show lower payments or a credit on your account.

The reassessment runs from the date the change actually happened, not the date you reported it. So if you started a new job on 1 March but didn't report until 15 March, the income is counted from 1 March — any CTR paid between those dates at the old rate becomes excess reduction.

Starting a New Job While on CTR

Getting employment is the most common change that affects awards. Your new earned income enters the means test: after applying your statutory earnings disregard (£5 single, £10 couple, £25 lone parent, £20 with disability/carer premium), the excess over your applicable amount faces the 20% taper.

The practical impact depends on how much you earn. A few hours of part-time work might reduce your award slightly while still leaving you significantly better off overall. Full-time earnings at or above the applicable amount could reduce the award to zero.

Report the job within 21 days and supply pay slips when Southwark requests them. The Southwark Council Tax Reduction guide covers how to calculate the likely impact of employment on your award before your first payday.
