Ealing Council Tax Reduction Change of Circumstances — What to Report and When

Why Changes Matter for Your Ealing CTR Award

Your Council Tax Reduction award in Ealing is calculated from the information you gave when you applied — your income, savings, household members, and benefit status. When any of those details change, your award changes with them. If you don't report the change, Ealing Council will eventually find out (usually through automated DWP data feeds for Universal Credit claimants), and you could end up owing money back.

The council's working-age scheme recalculates your income band every time your circumstances shift. A pay rise might push you from Band 1 into Band 3, cutting your award from 80% to 50% if you're non-protected. A new disability benefit could move you into the protected category, lifting your maximum award from 80% to 100%. Either way, you need to tell the council.

What You Must Report

Report anything that affects your income, capital, or household composition. The most common changes include:

  • Income changes — a new job, a pay rise or cut, starting or losing overtime, a change in Universal Credit elements, or moving from employment to self-employment
  • Savings crossing the £6,000 line — if your combined household savings reach £6,001, your CTR award stops completely under Ealing's hard capital ceiling
  • Someone moving in or out — an adult child returning home can count as a non-dependant; the weekly deduction depends on their circumstances (full-time students have a £0 deduction). A partner leaving changes your assessed household income
  • Benefit changes — if you or your partner gains or loses PIP, DLA, Carer's Allowance, or a Limited Capability for Work element, your status may change between protected and non-protected
  • Moving house — if you move within Ealing, you don't need a new application, but you must report the move so the council can reassess based on the new property's council tax band
  • A child turning five — if you're a single parent whose protected status depends on having a child under five, this change shifts you to non-protected and introduces the 20% minimum payment

Use the "Report a change in circumstances" form in your Ealing My Account portal. You can also call the Benefit Service on 020 8825 7000, but the formal change still needs to go through the online form.

What Happens if You Don't Report

Ealing Council creates what it calls an "excess reduction" — essentially an overpayment. Unlike Housing Benefit overpayments, which can be recovered from ongoing benefit payments, excess CTR is recovered directly through your council tax bill. The council cancels the overpaid portion, adjusts your account retrospectively, and issues a revised bill for the balance. If you don't pay, standard enforcement follows: a reminder, a final notice, and potentially a court summons.

The risk is real even for Universal Credit claimants whose income data transfers automatically from the DWP. The automated feed doesn't cover everything — household composition changes, capital movements, and changes to non-DWP benefits still need manual reporting. And the automated feed doesn't remove your legal duty to report changes yourself.

Do You Need to Renew Your Claim Each Year?

Ealing's working-age CTR scheme doesn't require a formal annual renewal application in the way the old Council Tax Benefit system did. Your award continues into the new financial year (starting each April) based on your existing information, adjusted for any scheme changes the council adopts.

However, the council may write to you asking for updated information — particularly proof of income, savings statements, or confirmation of household composition. Treat these requests seriously. Ignoring them can lead to your award being suspended or terminated. If you get a review letter, respond through your My Account portal with the documents requested.

Moving Within Ealing

If you move to a new address within the borough, report it as a change of circumstances rather than starting a fresh application. The council will transfer your CTR entitlement to the new address and recalculate based on the new property's council tax band. Moving out of Ealing terminates your award on the date you leave — you'll need to apply to your new local authority's scheme, which will have different rules.

How Your Award Gets Recalculated

When your income changes, the council maps your new net weekly income onto the 2026/27 income banding table. For Universal Credit claimants, this can happen monthly when the DWP sends updated earnings data. Your remaining council tax instalments are adjusted automatically — you'll get a revised bill showing the new amounts.

This means your monthly payments can go up or down mid-year. If a recalculation creates a credit on your council tax account (because your award increased), you can contact the Local Tax team to request a refund of the overpaid balance.
