Barnet Council Tax Reduction: Reporting a Change of Circumstances
Your Council Tax Reduction award in Barnet is calculated on a snapshot of your income, savings, and household. When any of those change, the council needs to know — and reporting late can cost you money in both directions.
What You Must Report
Barnet requires you to report any change that could affect your award. The main triggers are:
- Earnings moving into a different income band. Under Barnet's banded scheme, your discount jumps at fixed thresholds (£500, £800, £1,400, and £2,000 net monthly). A pay rise that pushes you from Band 2 to Band 3 drops your discount from 50% to 40%.
- Universal Credit award changes or ending. If your UC amount changes or you stop receiving it, this directly affects your CTR assessment.
- A non-dependant moving in or out. An adult child moving home, or a grown-up leaving, changes the non-dependant deduction applied to your award (£5/week or £11/week depending on their earnings).
- Non-dependant income changes. If your adult household member's gross weekly earnings cross the £200 threshold, the deduction doubles from £5 to £11 per week.
- Savings or capital exceeding £6,000. For working-age claimants, this is a hard cutoff — your entitlement drops to zero the moment total household capital passes £6,000.
- Moving address or changing your tenancy.
The One-Month Reporting Window
You have one calendar month from the date of the change to notify Barnet. Reporting to the DWP — updating your Universal Credit journal, for example — does not count as reporting to Barnet. The council is a separate authority and requires its own notification through the online Benefits General Form.
The timing matters because it determines how the council recalculates your award:
If the change reduces your award (a disadvantageous change) and you report late, Barnet backdates the reduction to the exact date the change happened. The difference between what you were paid and what you should have been paid becomes an "excess reduction" — effectively an overpayment. That amount is added back onto your council tax account and spread across your remaining monthly instalments.
If the change increases your award (an advantageous change) and you report within one month, the higher award takes effect from the Monday after the change. Report late without good cause, and the increase only starts from the Monday after Barnet receives your notification. You lose the backdated amount you were entitled to.
What Happens With Overpayments
When Barnet identifies that your CTR was too high — whether from a late-reported change or a routine audit cross-check against HMRC or DWP data — they remove the excess credit from your council tax account. You then owe more than your current instalment plan covers, and Barnet issues a revised demand notice with higher monthly payments to recover the difference.
The council also conducts proactive checks using national anti-fraud networks and HMRC Real Time Information records. If they find a discrepancy, they may suspend your award and give you 30 days to provide clarification. No response within 30 days means claim termination and retrospective cancellation.

Protecting Yourself
The simplest protection is to report changes promptly and keep evidence of when you reported them. Screenshot or save a confirmation when you submit through the Benefits General Form. If an advantageous change arises, report it the same week — waiting costs you money for every day past the Monday after the change.
Our Barnet Council Tax Reduction guide includes a change-reporting checklist that tracks which changes trigger which thresholds, so you can spot an income-band shift before it becomes a surprise on your next bill.
