Reporting a Change of Circumstances for Council Tax Reduction in Milton Keynes
The 21-Day Reporting Rule
If you receive Council Tax Reduction in Milton Keynes, you are legally obligated to report any change in your household, financial, or residential circumstances within 21 days. This is not optional — late reporting is the single most common cause of excess reductions (overpayments) that get clawed back on your next bill.
What Counts as a Reportable Change
The list is broader than most people expect:
- Income changes: a pay rise, new job, loss of employment, overtime, bonus, or shift in Universal Credit payment
- Savings crossing £6,000: if your bank balance, ISA, or investments reach the capital threshold, your eligibility ends immediately
- Household changes: a partner moving in or out, an adult child turning 18, a non-dependant leaving or arriving, a new baby
- Benefit changes: starting or stopping PIP, DLA, Carer's Allowance, ESA, or any other benefit
- Moving home: even within Milton Keynes, a change of address must be reported
- Absence from the property: extended stays elsewhere (hospital, family, travel) can affect your residential status
How to Report
You can report changes through:
- The Milton Keynes City Council online portal (the MyCouncil Tax Online account)
- Phone: 01908 253794 (Council Tax helpline, Monday/Tuesday/Thursday 9am–5pm)
- Email: [email protected]
Whichever method you use, note the date you reported and keep a record. If a dispute arises later about whether you reported on time, that timestamp is your evidence.

Do Not Rely on the DWP Feed Alone
If you are on Universal Credit, the DWP periodically sends assessment data to Milton Keynes City Council via an automated electronic feed. Many residents assume this covers them. It does not fully protect you: relying on the feed does not remove your obligation to report significant material changes directly to the council within 21 days.
What Happens When CTR Is Recalculated
After a reported change, the council reassesses your claim. If your income has gone up or your circumstances have changed unfavourably, your award decreases and a revised Council Tax bill arrives with higher instalments. If your income has dropped, your award increases and your bill goes down.
For Universal Credit claimants with fluctuating wages, Clause W81(1A) allows the council to disregard a recalculated change of £0.50 per week or less and keep the existing award. Recalculation and a revised bill are triggered only when cumulative changes alter weekly entitlement by more than 50p.
Overpayments and Excess Reductions
If a change is reported late or applied retrospectively, the council may determine that you received more CTR than you were entitled to during the gap. This "excess reduction" is added back to your Council Tax account, increasing your balance. Your next bill reflects the higher amount.
This is not a fine or penalty — it is simply the council correcting the account. But it can create a sudden spike in your monthly payments that is difficult to manage, especially if several months of overpayment have accumulated.
Why Your CTR Might Have Stopped
If your Council Tax Reduction has ended unexpectedly, the most common reasons are:
- Your savings crossed £6,000
- A partner moved in and their income pushed the household above the threshold
- You did not respond to an evidence request within the deadline
- The DWP data feed showed a significant income increase
- You moved home, which may change your claim or which authority is responsible; tell the council and ask whether you need a new application
Check your latest Council Tax bill or MyCouncil Tax Online account for the reason. If you believe the decision is wrong, you can submit a statutory written grievance.
The Milton Keynes Council Tax Reduction guide covers the reporting process step by step and includes a change-of-circumstances tracker to keep on top of deadlines.
