Backdating Council Tax Reduction in South Gloucestershire: The 6-Week Limit Explained
The Strict 6-Week Window
If you're working age and apply for Council Tax Reduction in South Gloucestershire, the council can backdate your award by a maximum of six weeks before the date it receives your written backdate request. Not six months. Not three months. Six weeks.
Pension-age claimants get a more generous deal: automatic three-month backdating without needing to prove anything.
For working-age residents, those six weeks aren't automatic either. You must demonstrate "continuous good cause" throughout the entire period you're claiming for — a specific legal test that the council applies strictly.
What Counts as Good Cause
Good cause means proving that unforeseen, exceptional circumstances prevented a reasonable person from applying earlier. The council looks for situations genuinely beyond your control:
- Severe physical illness or hospitalisation
- Sudden bereavement
- Catastrophic life disruption (house fire, domestic abuse crisis, sudden homelessness)
- Mental health crisis with medical evidence
What doesn't count:
- Not knowing the CTR scheme existed
- Assuming Universal Credit automatically covered your council tax
- Being too busy with work or childcare
- Finding the online form confusing
The "reasonable person" test is the key. The council asks whether a reasonable person in your situation would have been unable to apply. General ignorance of the scheme, however understandable, doesn't meet that threshold.
How to Request Backdating
You need to make a specific written request — it's not automatic when you submit your application. In your claim or as a separate letter, state:
- That you're requesting your award be backdated
- The exact date you want backdating to start (up to six weeks before the council receives your written request)
- The specific circumstances that prevented you from applying earlier
- Supporting evidence for those circumstances

The "Continuous" Requirement
The good cause must be continuous throughout the entire backdating period. If you were hospitalised for three weeks but were home and well for the other three weeks of the six-week window, the council may only backdate to the date you were discharged — not the full six weeks.
This is where most backdate requests fail. People can often show good cause for part of the period but not all of it.
Pension-Age Backdating
If you've reached State Pension age, the rules are far simpler. Under the national prescribed scheme, your claim is automatically backdated up to three months as long as you were eligible during those months. No good cause required, no written request needed.
If you're part of a mixed-age couple (one partner pension-age, one working-age), you're usually assessed under the working-age rules — including the stricter six-week backdating limit.
Protecting Yourself Going Forward
The best strategy is to avoid needing backdating at all:
- Apply for CTR the same day you claim Universal Credit
- If your circumstances change, report it to the council immediately rather than waiting for the next bill
- If in doubt about eligibility, apply anyway — a rejected application costs nothing, but a delayed one can cost weeks of lost support
