How to Backdate Council Tax Reduction in Bristol
If you qualified for Council Tax Reduction months ago but only just applied, Bristol City Council can backdate your award — but only if you can show continuous "good cause" for the delay. Getting this right can recover hundreds of pounds in council tax you've already paid.
The Backdating Rules
Working-age claimants can request backdating for up to six months before the date the council receives a written backdating request. This isn't automatic — you have to ask for it explicitly, and you have to satisfy the good-cause test for every day of the period you're claiming.
Pension-age claims are automatically backdated by up to three months if the claimant met the pension-age eligibility criteria throughout that period; no good-cause test is required.
What Counts as Good Cause
"Good cause" is assessed objectively — would a reasonable person of similar age, experience, and circumstances have failed to claim during that period? Bristol evaluates the entire backdating window, not just the start of it. A gap in the middle where you had no valid reason breaks the chain.
Recognised grounds include:
- Severe physical or mental illness that prevented you from managing your financial affairs
- Severe sudden bereavement
- Incorrect advice from an official body that caused you to delay applying
How to Submit a Backdating Request
Include your backdating request with your CTR application, or submit it separately if you've already applied. The request must be in writing — either through the online portal, by email to [email protected], or by post to Revenues CH, PO Box 3399, Bristol BS1 9NE.
Your written request should include:
- The specific period you're asking to be backdated (dates)
- A clear explanation of the circumstances that prevented you from applying sooner
- Supporting evidence: GP letters, hospital discharge summaries, DWP decision notices, or a dated record of the incorrect advice you received
- Your claim reference number or National Insurance number
Be specific. "I was unwell" is weaker than "I was admitted to Southmead Hospital from 2 January to 15 March for treatment following a stroke, during which I was unable to manage any financial correspondence."

What Happens If It's Approved
The council recalculates your council tax account from the backdated start date. Any council tax you've already paid for that period that's now covered by CTR is credited to your account. This usually means a reduced balance for the remainder of the year, or in some cases a refund if you've overpaid.
What to Do If It's Refused
If Bristol refuses your backdating request, the decision letter must explain why. You can challenge it through the formal written grievance process — submit a letter to the Benefits team at PO Box 3399 explaining why you believe the decision was wrong, with any additional evidence. If the council maintains its decision, you have a right of appeal to the Valuation Tribunal for England within two months of the response.
The Bristol Council Tax Reduction guide includes a backdating request template structured around the good-cause grounds that Bristol recognises, so you can build your case before submitting.
