South Gloucestershire Council Tax Reduction: How to Apply and What You Get

What South Gloucestershire's Scheme Actually Offers

South Gloucestershire Council runs its own local Council Tax Reduction (CTR) scheme for working-age residents. Unlike many councils that still use the old means-tested system, South Gloucestershire uses a weekly earned income band model — your reduction percentage depends on how much you earn, not a complex calculation of allowances and premiums.

The maximum reduction for working-age households is 77% of your council tax bill. That means even if you earn nothing at all, you still pay at least 23% of the full charge. On a Band D property in Bradley Stoke (£2,568.29 for 2026/27), that 23% minimum works out to roughly £591 a year — about £49 a month.

Pension-age residents get a better deal under the national prescribed scheme: up to 100% reduction with a higher £16,000 capital limit.

The Income Bands for 2026/27

South Gloucestershire's working-age scheme slots you into one of seven bands based on weekly household earned income:

  • £0 earned income — 77% reduction (maximum)
  • £0.01 to £50 — 60% reduction
  • £50.01 to £100 — 40% reduction
  • £100.01 to £140 — 20% reduction
  • £140.01 to £190 — 15% reduction
  • £190.01 to £230 — 10% reduction
  • £230.01 and over — no reduction at all

Only earned income counts for band placement. Universal Credit payments, PIP, DLA, Carer's Allowance, and Child Benefit are all disregarded — they don't push you into a higher band.

There's also a hard capital limit: if your household savings hit £6,000 or more, you're completely excluded from CTR regardless of your earnings.

How to Apply

You can apply through three routes:

Online — The main channel is South Gloucestershire Council's online portal. One catch: the system goes offline every night between 9:30 pm and 3:00 am for maintenance. If you're trying to apply after a late shift, you may need to come back in the morning.

By phone — Call 01454 868002 to request a paper form or get help over the phone.

In person — Visit a One Stop Shop for assisted digital applications:

  • Kingswood Civic Centre (High Street, BS15 9TR)
  • Patchway (Rodway Road, BS34 5PE)
  • Yate (Kennedy Way, BS37 4DQ)

Opening hours are Monday to Wednesday 8:45 am – 5:00 pm, Thursday and Friday 8:45 am – 4:30 pm.

Your award generally starts on the Monday after the council receives your application, or after your first contact if you return the formal application within one calendar month. You have one calendar month from the date you initiate your claim or receive a request for proof to submit all evidence — miss it and the claim can be cancelled.

The Universal Credit Trap

This catches more people than anything else. Claiming Universal Credit does not automatically register you for Council Tax Reduction. The DWP sends South Gloucestershire Council a data notification, but that notification is not an application. You must submit a separate CTR claim directly to the council.

Every month this misunderstanding goes unresolved, you're building up a council tax bill with no reduction applied. The working-age backdating limit is just six weeks, so delays can mean permanent loss of support.

What Happens After You Apply

Once the council processes your claim, they'll issue a revised demand notice showing your reduced bill. If you've overpaid in the meantime, you can request a refund or have the credit applied to future instalments.

You don't need to reapply each year — your CTR continues as long as your circumstances stay the same. But you're legally required to report any changes (income, household members, savings) within 21 days.
