Council Tax Reduction vs Single Person Discount in South Gloucestershire

These two reductions get confused constantly, and the confusion costs people money. Council Tax Reduction and Single Person Discount are completely separate schemes with different eligibility rules, different application processes, and different effects on your bill. The important thing to know upfront: they are not either/or. If you qualify for both, you should claim both — the Single Person Discount is applied first, and CTR is then calculated on the already-reduced bill.

What Each One Does

Single Person Discount (SPD) is a flat 25% reduction when only one adult (aged 18+) is counted for council tax purposes at the property. It has nothing to do with income or savings. A sole occupant earning £100,000 a year qualifies. A sole occupant with £500,000 in savings qualifies. The key test is whether you are the only countable adult living at the address.

Certain residents are "disregarded" and do not count — full-time students, people who are severely mentally impaired, live-in carers, and some others. So a household with one liable adult and one full-time student still qualifies for the 25% discount.

Council Tax Reduction (CTR) is an income-based support scheme for low-income households. In South Gloucestershire, working-age CTR uses an earned-income band model: your weekly earned income determines your reduction percentage, from 77% (zero earned income) down to 0% (earnings of £230.01 or more per week). You also need savings below £6,000 to qualify. Pension-age CTR uses a different national means test with up to 100% reduction and a £16,000 capital limit.

How They Stack

When you receive both, the calculation runs in this order:

  1. Your full council tax bill is determined by your property's valuation band and parish
  2. Any Disabled Band Reduction is applied (reducing the band by one level)
  3. The 25% Single Person Discount is applied to the resulting bill
  4. CTR is calculated as a percentage of the post-discount bill

Here is a concrete example for a Band D property in Thornbury (2026/27 charge approximately £2,555):

Scenario Annual bill SPD (25%) Bill after SPD CTR (77%) You pay
CTR only (two adults) £2,555 — £2,555 £1,967 £588
SPD only (one adult, not low income) £2,555 £639 £1,916 — £1,916
Both (one adult, zero earned income) £2,555 £639 £1,916 £1,475 £441

The household claiming both saves £147 per year compared to CTR alone, and £1,475 compared to SPD alone. Neither replaces the other — they serve different purposes and address different aspects of your liability.

Different Eligibility, Different Applications

Single Person Discount Council Tax Reduction
Based on Household composition Household income and savings
Income test None Weekly earned-income bands (working age) or means test (pension age)
Savings test None £6,000 working age / £16,000 pension age
Maximum reduction 25% of bill 77% of bill (working age) or 100% (pension age)
Application Council tax online account Separate CTR application (online portal, phone, or One Stop Shop)
Renewal No annual renewal — continues until you report a change No annual renewal, but periodic review questionnaires

A common mistake: people assume that applying for one automatically triggers the other. It does not. You need to apply for SPD through your South Gloucestershire Council tax account and for CTR through the separate CTR application portal. They are handled by different teams within the council.

When You Lose One but Keep the Other

Life changes can affect one reduction without touching the other:

  • A partner moves in: you lose SPD (two adults now) but may keep CTR if your combined earned income stays within the qualifying bands. Report the change within 21 days.
  • Your income reaches £230.01 per week or more: you lose CTR (zero reduction at the top band) but keep SPD if you are still the only adult. No action needed for SPD.
  • An adult child turns 18: you may lose SPD (unless they are a disregarded person, such as a full-time student). Your CTR may also face a non-dependant deduction. Report both changes promptly.
  • You reach pension age: SPD is unaffected by age. Your CTR switches from the working-age local scheme to the national pension-age scheme, which can award up to 100%.

What to Do If You Only Have One

If you are currently receiving CTR but have not applied for SPD — and you are the only countable adult — apply today through your council tax online account. It takes minutes and does not require income evidence.

If you are receiving SPD but have never applied for CTR — and your earned income is below £230.01 per week with savings under £6,000 — you are likely leaving money on the table. Apply through the South Gloucestershire CTR portal or phone 01454 868002.

Our South Gloucestershire Council Tax Reduction guide explains exactly how both reductions interact, covers the stacking calculation for every income band, and includes a household composition checker to confirm whether you qualify for SPD alongside your CTR award.
