Council Tax Reduction for Disabled People and Carers in South Gloucestershire

Living with a disability or caring for someone who does creates unavoidable extra costs — higher energy bills, specialist equipment, transport to appointments. The last thing you need is confusion about what council tax help South Gloucestershire Council actually provides. The good news: disability benefits do not count against you in the CTR calculation. The less good news: the council's working-age scheme still caps your support at 77%, so you will always face a minimum 23% bill even if you have no earned income at all.

Disability Benefits Are Disregarded

South Gloucestershire's working-age CTR scheme assesses your weekly earned income to determine your reduction band. The crucial detail for disabled residents: unearned income is excluded from the band calculation entirely. That means:

  • Personal Independence Payment (PIP) — both daily living and mobility components
  • Disability Living Allowance (DLA) — care and mobility components
  • Employment and Support Allowance (ESA) support component
  • The limited capability for work-related activity (LCWRA) element of Universal Credit

None of these move you into a higher earned-income band. A household receiving PIP and UC with zero earned income still sits in the £0 band and receives the maximum 77% reduction. PIP does not reduce your CTR by a single penny.

This is not always obvious from the application form or the decision letter. If you receive a disability benefit and your CTR award seems lower than expected, check whether the council has mistakenly included benefit income in the earned-income assessment.

The Carer Disregard

If you provide care for someone and are entitled to Carer's Allowance, that allowance is also disregarded as unearned income under the earned-income band model. It does not push you into a higher band.

There is also a carer disregard in the council tax discount system that operates separately from CTR. A separate disregard may apply based on the care arrangement and the cared-for person's qualifying benefit. Contact South Gloucestershire Council's Revenues team to confirm the current eligibility conditions before relying on it. Being disregarded means you are not counted as an adult resident — which can trigger a Single Person Discount (25% off the bill) if the only other counted residents are also disregarded or exempt.

The carer disregard for council tax discount purposes is a separate application from CTR. You need to apply to the Revenues team specifically, providing evidence of the care arrangement and the cared-for person's qualifying benefit.

Disabled Band Reduction — a Separate Discount

If your home has been adapted to meet the needs of a disabled resident — an extra room used mainly for care, an additional bathroom or kitchen, or sufficient floor space for wheelchair use indoors — you may qualify for a Disabled Band Reduction. This moves your property down one valuation band for billing purposes (so a Band D home is charged as Band C), and it stacks on top of CTR.

Disabled Band Reduction is a different product from CTR and is covered in detail by the dedicated disabled band reduction guide on this site. It is assessed against the property's features, and eligibility depends on a disabled person who needs those features living there.

If you qualify for both Disabled Band Reduction and CTR, the reduction percentage is applied to the already-lowered band charge. On a Band D property in Bradley Stoke (2026/27 charge £2,568.29), moving to Band C saves about £285 a year before CTR is even calculated.

The 23% Floor and What to Do About It

Even at maximum CTR (77%), a disabled household on zero earned income still pays 23% of the council tax bill. On a typical Band D property in South Gloucestershire, that is roughly £575 a year — a significant sum when disability benefits are already stretched thin.

If you cannot meet the 23% minimum, you have two routes:

  1. Section 13A(1)(c) discretionary relief — the council's hardship fund can reduce or write off the remaining liability in cases of exceptional financial hardship. You need to show that all other discounts have been applied and that the debt is not through wilful neglect.
  2. Crisis and Resilience Fund — South Gloucestershire's emergency support scheme, accessed via Freephone 0800 953 7778, for households in acute financial distress.

For ongoing debt difficulties, contact StepChange (0800 138 1111), National Debtline (0808 808 4000), or Citizens Advice South Gloucestershire (0808 278 7947) for free, independent advice.

Applying for CTR as a Disabled Person or Carer

The application process is the same as for any working-age resident: apply online through the South Gloucestershire Council portal (offline nightly 9:30 pm–3:00 am), by phone on 01454 868002, or in person at a One Stop Shop. When you apply, have your latest PIP, DLA, or ESA award letter ready — it confirms your benefit status and helps the council correctly classify your income.

If you also want to claim the carer disregard or Disabled Band Reduction, those are separate applications to the Revenues team. Submit them at the same time as your CTR application so all three reductions hit your bill together.

Our South Gloucestershire Council Tax Reduction guide includes an evidence checklist covering disability and carer-specific documents, a walkthrough of how the carer disregard interacts with CTR, and a section on stacking Disabled Band Reduction with your CTR award for maximum savings.
