Wiltshire Council Tax Reduction for Disabled Residents and Carers
Protected Group Status Changes Everything
Most working-age CTR claimants in Wiltshire hit an 80% ceiling — their award can never cover more than 80% of the bill, leaving a mandatory 20% minimum payment. But if your household includes someone receiving a qualifying disability or military service benefit, that ceiling lifts entirely.
Protected group households can receive up to 100% Council Tax Reduction. The 20% minimum payment doesn't apply.
Which Benefits Qualify Your Household
Your household gets protected status if you, your partner, or a dependent child living at the address receives any of these:
- Personal Independence Payment (PIP) — either component (daily living or mobility), at any rate
- Disability Living Allowance (DLA) — either component (care or mobility), at any rate
- Armed Forces Independence Payment (AFIP)
- War Disablement Pension
- War Widow's or War Widower's Pension
The benefit doesn't need to be yours. If your child receives DLA care component, the entire household's CTR claim gets protected status. If your partner receives PIP, same thing.
Carer's Allowance and CTR
Carer's Allowance on its own doesn't trigger protected group status — it's not in the qualifying list above. The protected-group rule applies when you, your partner, or a dependent child living in the household receives a qualifying benefit such as PIP or DLA.
Where Carer's Allowance does matter is in the separate carer disregard for council tax discounts. If you provide 35 or more hours of care per week to a non-partner who receives PIP or DLA, you can be disregarded as a resident for discount purposes. This can unlock the 25% Single Person Discount even though two adults live at the property — and that discount stacks with CTR.

War Pension Income Is Fully Disregarded
Wiltshire Council disregards 100% of War Disablement Pensions, War Widow's Pensions, and War Widower's Pensions when calculating your CTR award. This is a local policy decision — not all councils do this.
In practice, this means your War Pension income doesn't count against you in the means test at all. A veteran receiving a substantial War Disablement Pension could still qualify for full CTR if their other income is low enough.
Non-Dependant Deduction Exemptions
Normally, every adult living in your home who isn't your partner triggers a deduction from your CTR award based on their income. But this deduction is waived entirely if you or your partner:
- Are registered blind
- Receive the care component of DLA
- Receive the daily living component of PIP
- Receive Attendance Allowance
This protection stops the presence of an adult child or other relative from eating into your award.
Other Disability-Related Council Tax Relief
CTR is just one layer. Disabled households in Wiltshire may also qualify for:
- Disabled Band Reduction — if the property has been adapted (extra room, wheelchair space, extra bathroom), the council tax charge drops to the next lower band
- Severe Mental Impairment (SMI) exemption — full exemption if all residents qualify, or a discount if the household is mixed
These are separate applications, but they all interact — the discounts come off the bill first, then CTR is calculated on the reduced amount.
Make Sure You're Getting Everything
If your household includes a disability benefit, you could be paying significantly more council tax than you need to. Our Wiltshire Council Tax Reduction guide maps out every disability-related reduction available in Wiltshire and includes a self-assessment that checks whether you've claimed all of them.
