South Gloucestershire Council Tax Reduction Documents Needed: The Full Evidence List

The One-Calendar-Month Evidence Window

When you apply for Council Tax Reduction in South Gloucestershire, the council gives you one calendar month from the date you initiate your claim or receive a request for proof to submit all required evidence. Miss the deadline and your claim can be cancelled as defective — even if you filled in the application form perfectly.

Gathering everything before you start the application saves you from scrambling against that clock.

Identity and National Insurance

You'll need one of:

  • Valid passport
  • Photocard driving licence
  • Birth certificate, marriage certificate, or utility bill (originals if verifying in person)

Plus proof of your National Insurance number:

  • P60 or P45
  • DWP benefit entitlement letter
  • Payslip showing your full NINO

Income Evidence

If you're employed, South Gloucestershire requires:

  • 5 consecutive weekly payslips, or
  • 3 consecutive fortnightly payslips, or
  • 2 consecutive monthly payslips

Alternatively, your employer can complete the council's Employer Certificate of Earnings form.

The payslips need to be consecutive and recent. Gaps or missing payslips slow down processing and can trigger additional evidence requests that eat into your one-calendar-month window.

If you're self-employed, you need:

  • Completed South Gloucestershire Self-Employed Income Form
  • Trading accounts showing income and expenses
  • Business bank statements
  • Recent HMRC Self Assessment tax submission receipts

The council assesses self-employed income by averaging net profit over a 13-week period, so have at least three months of records ready.

If you're on Universal Credit, download and submit:

  • Full, unredacted PDF of your latest UC Assessment Period statement from your UC journal

Don't redact anything — the council needs the complete breakdown to identify your earned income separately from UC elements. The earned income figure on the statement determines which band you fall into.

Savings and Capital

If your household savings are under £5,500, you generally won't need to provide capital evidence unless the council specifically requests it.

If your savings are between £5,500 and £5,999 (the cut-off is £6,000), you must provide:

  • Full statements for the last 2 consecutive months for every bank account, savings account, and ISA
  • Building society passbooks or certificates

At £6,000 or above, you're disqualified entirely — no evidence will help.

Third-Party Claims

If you're applying on behalf of someone else (an elderly parent, a disabled relative), you need either:

  • A signed Section 7 declaration on the application form
  • Formal power of attorney documentation
  • A written authorisation letter signed by the claimant

How to Submit Evidence

Three options:

  1. Email — send scans or photos to [email protected]
  2. In person — bring originals to a One Stop Shop (Kingswood, Patchway, or Yate) for verification. Never post original passports or driving licences.
  3. Post — send copies (not originals of identity documents) to South Gloucestershire Council, Housing Benefit, PO Box 1953, Bristol, BS37 0DB

Email is fastest and creates a timestamp you can reference if there's any dispute about when you submitted.

For a complete evidence checklist you can work through before applying — including the exact document combinations for each household type — the South Gloucestershire Council Tax Reduction Guide has a pre-flight worksheet designed to catch gaps before the clock starts.
