Social Housing Rates in Northern Ireland
Your tenancy agreement says the Housing Executive collects your rates. You assume the landlord handles everything and there's nothing to claim. That assumption may be costing you hundreds of pounds a year.
How Rates Work in NIHE and Housing Association Properties
In Northern Ireland, domestic rates apply to social housing properties, whether they are owned by the Northern Ireland Housing Executive (NIHE) or a housing association. The person named as ratepayer and the way rates are collected depend on the tenancy arrangement; in some cases, the landlord pays LPS directly. The difference is also in where you apply for help.
For most NIHE tenants, rates are collected alongside rent through your weekly rent account. Your rent statement shows a separate rates component. Housing association tenants may have a similar arrangement, or they may receive a separate rates bill from Land & Property Services (LPS) depending on the lease structure.
The critical point: the collection method does not by itself rule out tenant rate allowances. Eligible tenants can apply for Lone Pensioner Allowance, and Disabled Persons Allowance can apply where the resident and property meet its tests. Rate Rebate and Housing Benefit for rates have separate eligibility rules.
Where Social Housing Tenants Apply
This is where most confusion starts. Owner-occupier and tenant routes differ by allowance. Social housing tenants are split between NIHE and LPS:
- Lone Pensioner Allowance (LPA): Apply through the Northern Ireland Housing Executive, not LPS. NIHE processes LPA claims for all domestic tenants — social housing, housing association, and private rented. Call 03448 920 902 or submit the NIHE Lone Pensioner Allowance Application Form by post.
- Disabled Persons Allowance (DPA): Apply through Land & Property Services, regardless of tenure. Both tenants and owner-occupiers submit Form DPA 16.0 directly to LPS.
- Rate Rebate (Universal Credit claimants): Apply through the separate LPS online portal.
- Housing Benefit for rates (legacy benefits): Apply through NIHE.
Getting the body wrong can delay your application. Send a DPA form to LPS, not NIHE.
LPA for Social Housing Tenants
If you're aged 70 or over and live alone in your sole or main residence, you may qualify for the 20% Lone Pensioner Allowance as a tenant, including where your landlord pays LPS directly. It's non-means-tested — your savings, pension income, and benefits are irrelevant.
The same statutory household exceptions apply as for owner-occupiers. A non-spouse resident carer providing more than 35 hours of care per week doesn't count. A co-resident with a certified severe mental impairment doesn't count. Children under 18 or qualifying young persons in full-time education for whom Child Benefit is paid don't count.
When NIHE approves your LPA, the 20% discount is applied directly to your rent/rates account. You see the reduction on your next rent statement.

DPA for Social Housing Tenants
If your NIHE property has been adapted — a second bathroom installed for a disabled resident, a dedicated therapy room, or floor space configured for indoor wheelchair use — you may qualify for the 25% Disabled Persons Allowance. DPA is property-and-person based: you need both a qualifying resident and a qualifying adaptation.
Social housing adaptations are common. NIHE's own Adaptations Programme installs level-access showers, stairlifts, and extensions for disabled tenants. But not every adaptation triggers DPA. The statutory test requires one of three specific facility types: a room other than a kitchen, bathroom, or lavatory used wholly or mainly for treatment, therapy, or disability-specific needs; an additional kitchen/bathroom/lavatory; or adequate indoor wheelchair floor space.
A stairlift alone doesn't qualify. A walk-in shower replacing a bathtub in the only bathroom doesn't qualify — it's a replacement, not an additional facility. The Court of Appeal in Department of Finance v Mary Quinn [2019] NICA 41 confirmed the list is exhaustive.
If NIHE installed an extension with a second bathroom specifically for a disabled household member, that extension may qualify under Category B.
Can You Get Both LPA and DPA as a Tenant?
Yes. LPA and DPA stack. A social housing tenant aged 70+ living alone in a property with qualifying disability adaptations can receive both the 20% LPA and the 25% DPA. LPS applies DPA first, then LPA to the remaining balance, giving an effective 40% reduction. Apply for LPA through NIHE and DPA through LPS.
If you're also receiving Housing Benefit for rates or Rate Rebate through Universal Credit, those interact with each other but do not affect your LPA or DPA entitlement. The non-means-tested allowances are calculated first, and means-tested support is applied to the remaining balance.
What to Do Next
Check your NIHE rent statement. If you're aged 70 or over and living alone, call NIHE on 03448 920 902 to start an LPA claim. If your property has been adapted, contact LPS about DPA. Both are non-means-tested and available regardless of your income.
