Housing Benefit for Rates in Northern Ireland
Housing Benefit for rates is Northern Ireland's support route for pensioners and protected legacy benefit claimants who need help paying their domestic rates. It is administered by the Northern Ireland Housing Executive (NIHE) — not Land & Property Services — and covers both homeowners and tenants.
Most people on Universal Credit apply for Rate Rebate through LPS instead. NIHE Housing Benefit for rates covers specified supported or temporary accommodation cases that remain on legacy benefits; those settings are excluded from LPS Rate Rebate. If you receive UC in one of these settings, contact NIHE or LPS to confirm what rate support applies.
Who Qualifies
Pension-age householders. If both you and your partner (if you have one) have reached State Pension age, you apply to the NIHE. Under the standard rules, pension-age homeowners have a capital limit of £50,000 rather than the standard £16,000. Capital under £10,000 is fully disregarded, and capital between £10,000 and £50,000 attracts a tariff income of £1 per week for every £500 or part-£500 above the threshold. If you receive Guarantee Pension Credit, the capital limit does not apply.
Legacy benefit claimants. Working-age people who remain on Income Support, income-based JSA, or income-related ESA — and have not been migrated to Universal Credit — still claim through the NIHE. The capital limit for these claims is £16,000.
Mixed-age couples. If one partner is pension age and the other is not, you are treated as a working-age couple and generally must claim Universal Credit and Rate Rebate through LPS. The exception is couples who have remained continuously on legacy pension-age benefits under transitional protection.
How the Means Test Works
The NIHE calculates your award using a standard means-test formula with a 65% taper:
- Your qualifying income is calculated: gross income minus disregards, plus any tariff income from capital
- Your applicable amount is set based on household type (e.g., £218.15/week for a single pensioner, £332.95 for a pensioner couple in 2026/27)
- If your qualifying income is at or below your applicable amount, you receive maximum benefit — 100% of your eligible rates minus any non-dependant deductions
- If your income exceeds your applicable amount, 65p of every £1 of excess income is deducted from the award
Key disregards: PIP, DLA, Attendance Allowance, and Child Benefit are all fully disregarded as income. The standard earned income disregard is £5/week for a single person, £11.05 for a couple.
How to Apply
Online or paper. Unlike the LPS Rate Rebate (which is digital only), you can apply to the NIHE either online through their portal or using a paper application form.
Requesting a form: Call the NIHE Housing Benefit Helpline on 03448 920 902 (Text Relay: 18001 03448 920 902) or visit your local Housing Executive office.
Evidence you will need:
- National Insurance number and identity documents
- LPS rate account number and property address
- Two recent monthly payslips or five consecutive weekly payslips (if working)
- Official pension statement and any benefit award notices
- Two consecutive months of full bank statements for all accounts
Pension Credit referral. If you are applying for Pension Credit through the NI Pension Centre, the Pension Centre can flag your application to the NIHE to initiate a Housing Benefit form — ask for the referral.

Backdating Rules
Pension-age claimants get an automatic three-month backdate from the date of application, provided they were eligible throughout that period. Working-age legacy claimants face a stricter limit: one calendar month, and only with proof of good cause for the delay (such as severe illness or official error).
Low Income Rate Relief
If the Housing Benefit means test leaves you with a partial award that does not fully cover your rates, the NIHE automatically calculates Low Income Rate Relief alongside your Housing Benefit. This uses enhanced smoothing parameters to provide an additional top-up. You do not need to apply for it separately.
