Free Rates Advice in Northern Ireland
Before you pay for advice, know what's available for free. Northern Ireland has a strong network of independent advice organisations that can help with rates queries — from checking whether you're entitled to an allowance, to helping you challenge a refusal, to dealing with rates arrears.
The catch is that each organisation has different specialisms, and phone lines during peak billing season (April–May) can have long waits.
Advice NI
The umbrella body for independent advice centres across Northern Ireland. Their Freephone advice helpline (0800 915 4604) provides advice on benefits, debt, housing, and other issues. Ask whether they can help check your eligibility for Rate Rebate, Lone Pensioner Allowance, or Disabled Persons Allowance.
Advice NI also runs the Money and Debt Service for ratepayers dealing with arrears or enforcement action. If you're behind on rates and receiving letters from the Enforcement of Judgments Office, this is where to start — not a commercial debt management company.
Age NI
Specifically for older people. Freephone 0808 808 7575. Age NI advisers understand the Lone Pensioner Allowance inside out — they deal with LPA queries daily and can walk you through the eligibility rules, the application form, and what evidence to gather.
If you're an adult child trying to help a parent claim LPA, Age NI can advise on the third-party authorisation process and whether Power of Attorney is needed.
Housing Rights
Free specialist housing and rates advice for both tenants and homeowners. Housing Rights is particularly useful if you're a tenant unsure whether to apply for LPA through NIHE or DPA through LPS, or if you're navigating the interaction between Housing Benefit for rates and the Universal Credit Rate Rebate migration.

Citizens Advice NI
General advice covering rates, benefits, housing, and debt. Citizens Advice can help with straightforward allowance eligibility checks and signpost you to specialist services for complex cases. Offices across Northern Ireland offer face-to-face appointments as well as phone advice.
LPS and NIHE Directly
Not advice organisations, but the statutory bodies themselves. LPS answers rates queries on 0300 200 7801 — they can confirm your rate account details, explain your bill, and answer questions about LPA and DPA eligibility. NIHE handles tenant LPA and Housing Benefit for rates queries on 03448 920 902.
Phone advisers can answer procedural questions, but the help with applications, evidence, and appeals varies by organisation and case. Ask what assistance is available before you start.
Checking What Free Advice Covers
The help available varies by organisation and case. Ask whether they can help with Form DPA 16.0, evidence gathering, or a reconsideration request.
If you want a structured process to work through at your own pace — with evidence checklists, diagnostic worksheets, and letter templates — the Northern Ireland Rates Allowances guide fills that gap between free phone advice and paying a solicitor.
