Rate Rebate for Tenants in Northern Ireland

If you rent in Northern Ireland, you can claim Rate Rebate or Housing Benefit for rates just like a homeowner — but the process has extra steps, especially for private tenants. How rates are handled depends on your tenancy type and whether your rent includes rates or bills them separately.

Social Tenants (Housing Executive and Housing Association)

If you rent from the Northern Ireland Housing Executive or a housing association, your rates are usually shown as a separate line on your rent schedule. When you claim Rate Rebate through LPS (if on Universal Credit) or Housing Benefit for rates through the NIHE (if pension-age or on legacy benefits), the award is credited directly to your landlord's rate account on your behalf.

For UC claimants, LPS pays the Rate Rebate monthly in arrears to the housing provider, who credits it against your rental and rates statement. If the rebate covers 100% of your rates liability, the rates line on your statement drops to zero.

Private Tenants: The Landlord Verification Step

Private tenants face an additional hurdle. When you submit a Rate Rebate application to LPS, LPS contacts your landlord to:

  1. Set up a Landlord Rate Rebate Account
  2. Verify your occupancy and rate liability
  3. Confirm the rate apportionment if there are multiple tenants

If your landlord does not respond within 10 working days, LPS sends the verification request back to you. At that point, you need to provide a copy of your written tenancy agreement or an estate agent statement confirming your tenancy and rate liability.

This step causes delays for many private tenants, particularly when landlords are slow to respond or unaware of the requirement.

When Rent Includes Rates

Some private landlords in Northern Ireland roll rates into the monthly rent rather than billing them separately. This is a "rates-in-rent" arrangement, and it creates specific problems:

Who claims? If you are a tenant entitled to Universal Credit, you can apply for Rate Rebate if either you or your landlord is liable for the rates. The landlord's liability does not mean the landlord must claim on your behalf. Check your agreement to see who is responsible for rates; LPS credits a private tenant's Rate Rebate to the property's rate account.

The double-payment risk. Community forums consistently report cases where landlords collect rates as part of combined rent, fail to register a Landlord Rate Rebate Account with LPS, and do not pass on the Rate Rebate credit to the tenant. This means the tenant effectively pays twice — once through rent and once through an uncredited rate account.

LPS credits a private tenant's Rate Rebate to the property's rate account, not as a payment to the tenant. If your rent includes rates, ask the landlord in writing how the rates credit is handled, and contact Housing Rights (028 9024 5640) for specialist tenant advice.

High-Value Private Properties

Where a private rented property has a capital value exceeding £150,000 and the tenant is directly liable for rates under their contract, LPS credits the Rate Rebate directly to the tenant's personal rate account rather than to the landlord.

What Tenants Cannot Claim

You cannot claim Rate Rebate if your rate liability was created between close relatives living in the same property. For example, if you rent a room from a parent who also lives in the house, you are treated as not liable for rates under the Rate Rebate regulations and cannot claim.

Supported accommodation or temporary homelessness accommodation is excluded from LPS Rate Rebate. The NIHE route covers specified cases that remain on legacy benefits; if you receive UC in one of these settings, contact NIHE or LPS to confirm what rate support applies.
