Single Person Discount and Council Tax Reduction Together in North Northamptonshire
Yes, You Can Get Both
Single Person Discount (SPD) and Council Tax Reduction (CTR) are two completely separate reliefs. You can claim both at the same time in North Northamptonshire, and they stack — SPD reduces your bill first, then CTR is calculated on the lower figure.
This is one of the most common questions NNC's benefits team gets, and the answer is straightforward: the two discounts are not mutually exclusive.
How the Stacking Works
The order matters because each relief builds on the last:
Step 1: Your gross council tax liability is established based on your property band. For a Band D property in North Northamptonshire for 2026/27, that's £1,918.23.
Step 2: The 25% Single Person Discount is applied, reducing the bill to £1,438.67.
Step 3: NNC's working-age Council Tax Reduction is calculated on that reduced figure, up to the 75% cap. Maximum CTR would cover 75% of £1,438.67 = £1,079.00.
Step 4: You pay the remaining 25% minimum — in this case, £359.67/year.
Without SPD, the 25% minimum on a full Band D bill would be £479.56/year. The Single Person Discount saves you roughly £120/year on top of whatever CTR covers.
Who Qualifies for Single Person Discount
SPD applies when only one adult (aged 18 or over) lives in the property as their main home. The key word is "lives" — people who are registered at the address but live elsewhere don't count.
Certain adults are disregarded for counting purposes, which means they're treated as if they're not there:
- Full-time students
- People certified as severely mentally impaired (SMI)
- Carers providing 35+ hours/week of care (under the carer disregard rules)
- 18 and 19-year-olds still in full-time education
- Live-in carers employed by a charity
If you live with only disregarded adults, you're treated as the sole resident and qualify for SPD.

Applying for Both
Single Person Discount and Council Tax Reduction have separate application processes:
SPD: Apply through the council tax section of northnorthants.gov.uk. It's a simpler form — you're declaring that you're the only non-disregarded adult in the property. No income or savings evidence needed.
CTR: Apply through the benefits section. This is the full means-tested application with bank statements, income evidence, and the rest.
You can — and should — apply for both at the same time. If you already have SPD and your income drops, apply for CTR to stack on top of it. If you already have CTR and a partner moves out, apply for SPD to reduce the base figure your CTR is calculated on.
Watch Out for SPD Reviews
NNC periodically reviews Single Person Discount claims through the National Fraud Initiative (NFI) — a data-matching exercise that cross-references council tax records with credit data, electoral rolls, and other databases to identify properties where more than one adult may be living.
If NNC sends you a review letter, respond promptly with evidence that you're still the only qualifying adult. Ignoring the letter can result in SPD being removed, which would increase your council tax bill and alter your CTR calculation.
What If You Lose SPD?
If someone moves into your property — a partner, an adult child returning home, or a lodger — you lose the 25% Single Person Discount. Your council tax bill jumps, and NNC recalculates your CTR on the higher base figure.
The silver lining: having a non-dependant adult move in doesn't disqualify you from CTR itself. Your award will be reduced by a non-dependant deduction based on the new resident's income, but you may still receive substantial support.
Tell NNC immediately when someone moves in or your household changes. Failing to report promptly can lead to an overpayment that's added back onto your council tax account.
