Single Person Discount and Council Tax Reduction in Central Bedfordshire
Can You Get Both Single Person Discount and Council Tax Reduction?
Yes. The 25% Single Person Discount (SPD) and Council Tax Reduction (CTR) are two separate reliefs that stack in Central Bedfordshire. They are not alternatives — one is a property-level discount for living alone, the other is a means-tested reduction based on your income. You can claim both at the same time.
The order matters for your final bill. Central Bedfordshire Council applies the Single Person Discount first, reducing your gross council tax by 25%. The CTR percentage is then calculated on the lower figure. This is set out in the council's scheme rules and works in your favour.
For example, using the research report's illustrative Band D charge of £2,200, a Band B charge is £1,711.11 (7/9 of Band D). The SPD knocks off 25%, bringing the net liability down to £1,283.33. If your weekly income falls within Band B1 (the lowest bracket), you qualify for a 75% CTR discount — 75% of £1,283.33 = £962.50 off. Your final bill: £320.83 for the year, roughly £26.74 a month. Actual bills vary by parish.
Without the SPD applied first, that same 75% reduction would be calculated on the full £1,711.11, and the stacking benefit is lost. Always confirm the SPD is on your account before the CTR award is processed.
Who Qualifies for the Single Person Discount in Central Bedfordshire
You qualify if you are the only adult counted for council tax purposes in your property. "Counted" is the key word — certain residents are legally disregarded, meaning they don't count even though they live with you:
- Full-time students on a qualifying course (normally at least one year and at least 21 hours of study per week)
- People with a severe mental impairment who have a medical certificate and are eligible for a qualifying benefit
- Live-in carers providing care for someone who isn't their spouse, partner, or child under 18
- 18 and 19-year-olds still in qualifying education or training
- Certain diplomats and members of visiting forces
So a single parent living with two university-age children who are full-time students would still qualify for the SPD — the children are disregarded.
If you've recently separated from a partner, moved into a property alone, or an adult child has left home, contact Central Bedfordshire Council to apply for the SPD. You can apply online through the council's Single Person Discount page or call 0300 300 8000.
How the 2026/27 Changes Affect Single Occupants
Before April 2026, working-age residents on the lowest incomes could get up to 100% CTR, meaning some single occupants with the SPD paid nothing at all. The 2026/27 scheme caps the maximum CTR at 75%, creating a mandatory 25% minimum contribution.
For single occupants, that 25% minimum is calculated on the already-reduced SPD figure — not the gross bill. The stacking still helps. Using the same illustrative Band D charge of £2,200, a Band C charge is £1,955.56 (8/9 of Band D). The SPD brings it to £1,466.67, and the 25% minimum contribution on that figure is £366.67 for the year — about £30.56 a month. Actual bills vary by parish.
That's the absolute floor for a single occupant on the lowest income. If your weekly income pushes you into Band B2 (55% discount) or Band B3 (40%), the contribution rises accordingly.

How to Make Sure Both Discounts Are Applied
Check your most recent council tax bill. The SPD should appear as a separate line item reducing the gross charge by 25%. The CTR award appears separately, further reducing the remaining balance.
If you notice the SPD is missing, contact Central Bedfordshire Council immediately. Apply separately: use the council's Single Person Discount application for SPD and its Council Tax Support application for CTR.
Our Central Bedfordshire Council Tax Reduction guide includes a worked calculation showing exactly how the two reliefs interact for different income bands and property sizes, plus the evidence checklist you need to get both applied correctly.
