$0 Sefton Council Tax Reduction Checklist

How to Apply for Council Tax Reduction in Sefton

Getting a full-year Council Tax bill through your door when you're on a low income is enough to make your stomach drop. Sefton Council runs a Council Tax Reduction scheme that can cover up to 84% of your bill. Most residents need to submit a claim; if you receive Universal Credit, information from the DWP may be treated as a claim, but Sefton can still request more details or evidence.

Where to Submit Your Application

Sefton Council accepts Council Tax Reduction applications through three channels.

Online (fastest route): Go to the official CTR application page on sefton.gov.uk. The form walks you through your household details, income, and savings. You can upload supporting documents straight away, which speeds up processing.

Bootle One Stop Shop: 324–342 Stanley Road, Bootle, L20 6ET. Open Monday to Friday, 9am–5pm, drop-in only. Staff can help you complete the form and verify your original documents on the spot.

Southport One Stop Shop: The Atkinson, Lord Street, Southport, PR8 1DB. Same hours, but strictly appointment-only — call ahead on 0345 140 0845.

If you can't get to Bootle or Southport, five Sefton libraries also accept original documents for verification: Crosby, Formby, Meadows (Maghull), Netherton, and Southport.

What Documents You Need

Gather these before you start:

  • Two forms of ID for you and your partner (passport, driving licence, birth certificate)
  • National Insurance proof (P60, P45, or a DWP letter showing your NI number)
  • Income evidence: 5 consecutive weekly payslips, 3 fortnightly, or 2 monthly payslips if employed. Self-employed applicants need 13 weeks of income and expenditure records.
  • Bank statements for every open account — 2 consecutive months, complete and unedited
  • Benefit letters showing any DWP awards (Universal Credit, ESA, PIP)

If Sefton asks for more evidence, provide it within one month of the request, or within any longer period the council considers reasonable. If you need more time, contact the council before the deadline.

When Your Claim Starts

Your Council Tax Reduction starts on the Monday after Sefton receives your application. If you phone the council first and then submit the full form within one calendar month, the start date backdates to the Monday after your initial phone call.

If you or your partner receives Pension Credit (Guarantee Credit), Income Support, income-based JSA, income-related ESA, or Universal Credit and you become liable for Council Tax in your home, applying within one month can let your claim start from the date your liability began.

What Happens After You Apply

Sefton aims to process complete claims within one to three weeks. Once approved, the reduction is credited directly to your Council Tax account and your monthly instalments are recalculated. You'll receive an adjusted Council Tax Demand Notice showing your new payments.

Under the standard scheme, even a maximum award leaves 16% of your net bill to pay; a separate hardship or qualifying care-leaver reduction can lower that balance. On a Band C property at £2,279.76 for 2026/27, the 16% baseline is £364.76 per year, or about £30.40 per month on a 12-month payment plan.

Common Mistakes That Delay Claims

Waiting for Universal Credit to sort it out. UC does not include Council Tax Reduction. The DWP may send Sefton a notification, but that only starts the process — you still need to confirm your details and submit evidence.

Using "My Account" before registering. The Sefton self-service portal requires your 8-digit Council Tax reference number. Find it on your latest bill before you try to log in.

Submitting incomplete bank statements. Sefton needs every page, every account. A single missing page triggers an information request and delays processing.

Our Sefton Council Tax Reduction guide walks you through each stage of the application, with a document checklist you can tick off before you submit. It covers the evidence rules, the 16% minimum payment, and what to do if your claim is refused.
