Sefton Council Tax Reduction Evidence Needed
Incomplete evidence is the fastest way to get your Council Tax Reduction claim stalled. When Sefton requests supporting evidence, the usual deadline is one month from the request; the scheme allows a longer period if the council considers it reasonable. Missing evidence can delay or prevent a decision. Here's the full list, broken down by category.
Identity and National Insurance
You need two forms of identification for yourself and your partner (if you have one):
- Passport
- Driving licence
- Birth certificate
- Marriage or civil partnership certificate
- National identity card
Plus proof of your National Insurance number:
- P60 or P45
- DWP entitlement letter
- NI number card (if you still have one)
If you can't find your NI number, it's printed on payslips, tax letters, and the HMRC app.
Income Evidence (Employed)
The number of payslips depends on how often you're paid:
- Paid weekly: 5 consecutive recent payslips
- Paid fortnightly: 3 consecutive payslips
- Paid monthly: 2 consecutive payslips
"Consecutive" means no gaps. If you've missed a payslip, ask your employer for a duplicate before you submit.
If your partner works, you need their payslips too — same rules apply.
Income Evidence (Self-Employed)
Self-employed applicants face the strictest evidence requirements:
- 13 weeks of income and expenditure records at minimum
- Receipts for every claimed business expense
- Full annual profit-and-loss accounts if available
Allowable expenses include commercial rent, raw materials, stock, utility bills for business premises, business insurance, and vehicle fuel. Depreciation, capital repayments, and personal drawdowns are not allowed.
Childminders get a simplified calculation: Sefton assesses net income as one-third of gross receipts, with two-thirds automatically disregarded.
If you've been self-employed for more than 12 months and you're not on Universal Credit, Sefton may apply a Minimum Income Floor — an assumed income based on 35 hours per week at the National Minimum Wage, even if you actually earned less.

Bank Statements
Two consecutive months of complete statements for every open account — yours and your partner's. This includes:
- Current accounts
- Savings accounts
- Building society accounts
- ISA statements
- Investment account valuations
Every page, every transaction. Sefton uses these to verify your capital is under the £6,000 limit and to check for undeclared income. Redacted or incomplete statements will trigger an information request and delay processing.
Benefit Letters
If you receive any of these, bring the latest award notice:
- Universal Credit statement
- Employment and Support Allowance (ESA)
- Personal Independence Payment (PIP)
- Disability Living Allowance (DLA)
- Carer's Allowance
- Child Benefit confirmation
PIP, DLA, and Child Benefit are disregarded as income, but the council still needs to see the letters to confirm your entitlement and set the correct applicable amount.
Non-Dependant Evidence
If any adults other than your partner live in your property — adult children, elderly relatives, friends — Sefton needs proof of their gross weekly income. Typically that means their payslips or a letter from their employer.
If you can't or won't provide evidence for a non-dependant, the council applies the maximum deduction tier (£5 per week) until you do.
