Who Qualifies for Council Tax Reduction in Sefton

Sefton's Council Tax Reduction scheme doesn't advertise who qualifies in plain language — it buries the rules in council reports and policy PDFs. Here's what you actually need to know.

The Three Basic Requirements

To qualify for Council Tax Reduction in Sefton, you must:

  1. Be the person legally liable for Council Tax at your Sefton address. This is usually the resident owner, tenant, or licensee.
  2. Be of working age. The State Pension age is increasing from 66 to 67 between April 2026 and April 2028. If you or your partner have reached pension age and neither of you claims Universal Credit or income-related ESA, you fall under the national pensioner scheme instead (which offers up to 100% reduction).
  3. Have low enough income and savings to pass the means test.

If you're jointly liable with a partner, the council assesses your combined income and capital as one household.

The Savings Rule

Sefton applies a strict £6,000 capital limit for working-age applicants. If you and your partner have combined savings, bank balances, ISAs, premium bonds, shares, or investments worth £6,000 or more, you're completely disqualified. No tapering, no partial award — just a flat refusal.

Your home doesn't count toward capital. Neither does a personal injury trust or a compensation fund held under court order.

Below £6,000, your savings are entirely ignored in the calculation.

The Income Test

If your weekly income is at or below Sefton's "applicable amount" — a DWP-uprated figure based on your household composition — you receive the maximum award of 84% of your Council Tax bill. Above that threshold, every £1 of excess income reduces your award by 20p.

People on Income Support, Income-Based JSA, or Income-Related ESA are passported straight to the maximum 84% without a detailed income assessment.

Income that doesn't count: PIP, DLA, Attendance Allowance, Child Benefit, and Child Maintenance are all fully disregarded.

Who Is Excluded

  • Anyone with savings of £6,000 or more (working age)
  • Full-time students unless they're a lone parent, a disabled student receiving PIP or DLA, or part of a couple with children
  • People subject to immigration control with no recourse to public funds
  • Anyone not liable for Council Tax at the property

Mixed-Age Couples

If one of you has reached State Pension age and the other hasn't, you're assessed under the working-age scheme if the younger partner receives Universal Credit or income-related ESA. This matters because the working-age scheme caps your reduction at 84%, while the pensioner scheme allows up to 100%.

The Maximum You Can Get

Even if you qualify for the full award, Sefton's standard working-age scheme caps the reduction at 84% of your net Council Tax liability, leaving 16% to pay regardless of income. A separate hardship or qualifying care-leaver reduction can lower that balance. On a Band C property in 2026/27 (£2,279.76), the 16% baseline is £364.76 a year.

Our Sefton Council Tax Reduction guide breaks down the eligibility rules for every household type — including what counts as capital, how non-dependant deductions work, and how to check whether you'd be better off under the pensioner or working-age scheme.
