Sefton Council Tax Reduction for Self-Employed Workers

Self-employed residents face the most complicated Council Tax Reduction claims in Sefton. The evidence bar is higher, the income assessment has traps, and if your business has been running for more than a year, the council may assume you're earning more than you actually are.

How Sefton Calculates Self-Employed Income

Sefton takes your gross business receipts and subtracts allowable expenses to arrive at net profit. That net figure — averaged over a reporting period — is your assessed weekly income for the means test.

Allowable expenses include:

  • Commercial premises rent
  • Raw materials and stock
  • Utility bills for business premises
  • Business insurance premiums
  • Vehicle fuel (business use only)
  • Tools and equipment (revenue, not capital)
  • Phone and internet (business proportion)

Not allowable:

  • Depreciation
  • Capital repayments on loans
  • Personal drawings
  • Home office costs claimed as a flat rate (Sefton may require itemised utility splits)

The council looks at the last 13 weeks of trading at minimum. If you have full annual accounts, submit those too — a longer trading period usually gives a more accurate (and often lower) average.

The Minimum Income Floor

This is the trap that catches people. If you've been self-employed for more than 12 months and you're not claiming Universal Credit, Sefton applies a Minimum Income Floor (MIF).

The MIF assumes you're earning the equivalent of 35 hours per week at the National Minimum Wage or National Living Wage that applies to your age, minus tax and National Insurance. If your actual net profit is below that assumed figure, the council uses the MIF instead.

In 2026/27, the National Living Wage for workers aged 21 and over is £12.71 per hour. At 35 hours per week, that is £444.85 gross before tax and National Insurance. Sefton then deducts estimated tax and NI, and half of any pension contribution, as if estimating an employed worker's earnings.

If your actual trading profit is £150 per week but Sefton's calculated MIF is higher, the council uses the MIF as your assessed income. That dramatically reduces — or eliminates — your Council Tax Reduction.

Exemptions from the MIF:

  • You or your partner receives PIP daily living or DLA care component
  • You receive Carer's Allowance
  • You're employed alongside your self-employment (MIF doesn't apply to the self-employed portion if you also have PAYE earnings)
  • Your business is under 12 months old

The Childminder Simplification

Registered childminders don't need to itemise every expense. Sefton calculates net income as one-third of gross receipts, with two-thirds automatically disregarded. If you earn £600 per week gross as a childminder, only £200 counts as income.

What Records to Prepare

Before applying, organise:

  1. 13 weeks of income records — invoices, bank credits, cash receipts
  2. 13 weeks of expense records — receipts sorted by category
  3. Annual profit-and-loss statement if you have one
  4. Bank statements — 2 consecutive months, every account (personal and business)
  5. Tax return — your most recent SA302 or self-assessment summary
  6. Business vehicle log if claiming fuel — dates, destinations, mileage

If you use a bookkeeping app (Xero, QuickBooks, FreeAgent), export a profit-and-loss report covering the last 13 weeks. It's cleaner than a stack of receipts and easier for the benefits officer to process.

What Happens at Review

Sefton reviews self-employed CTR claims periodically. You'll receive a letter asking for updated income records. The review can go either way — if your business picked up, your award drops; if it declined, your award might increase.

Respond by the date in Sefton's letter. The scheme requires requested evidence within one month, or within a longer period the council considers reasonable; without it, the council may not be able to verify your continuing entitlement.

Our Sefton Council Tax Reduction guide includes a self-employment expense tracker designed for the Sefton assessment, so you can organise your records before you submit and avoid the most common rejection triggers.
