Sandwell Council Tax Reduction Change of Circumstances — What to Report and When

The 21-Day Rule

If you're receiving Council Tax Reduction in Sandwell and something changes in your household, income, or living situation, you have a strict legal obligation to notify the council within 21 calendar days. Not working days — calendar days, including weekends and bank holidays.

Fail to report within 21 days without a reasonable excuse and the council can add a £70 statutory civil penalty directly to your council tax bill. That's on top of any adjustment to your CTR award.

What You Must Report

Any change that could affect your entitlement counts. The most common:

Income changes: A pay rise or drop, new employment, redundancy, changes to Universal Credit amounts, starting or stopping self-employment. With Sandwell's banded income grid, even a small change can shift you between discount tiers.

Capital changes: Savings crossing the £3,000 threshold, receiving an inheritance, selling a property, or cashing in an investment. Going over £3,000 terminates your eligibility entirely.

Household composition: Someone moving in or out, a birth, a death, a partner leaving, an adult child returning home. An extra adult usually triggers a non-dependant deduction. A child under six leaving or joining the household activates or removes the 100% protection.

A child turning six: The protection from the 85% cap expires on the Monday after the child's sixth birthday. Sandwell should pick this up from your records, but the reporting duty sits with you.

Address change: Moving within Sandwell means updating your claim for the new property (which may be in a different council tax band). Moving out of Sandwell ends your entitlement — you'd need to apply to the new council.

Temporary absence: If you're away from the property for more than four weeks, your CTR may be suspended.

How to Report

The fastest route is through the MySandwell portal at my.sandwell.gov.uk — log in, find the change of circumstances section, and submit the update. You can also call the Revenues and Benefits helpline on 0121 569 7474 (Monday to Friday, 9am to 1pm).

Keep a record of when you reported and what you said. If there's ever a dispute about whether you met the 21-day deadline, that record is your evidence.

DWP Data Feeds Don't Replace Your Duty

Sandwell receives automated ATLAS feeds from the DWP when your Universal Credit amount changes. These feeds help the council adjust your existing CTR calculation — but they don't satisfy your legal obligation to report changes.

In practice, the DWP feed may catch some income changes before you report them. But if it doesn't, or if there's a lag, the liability falls on you. Monitor your MySandwell account after each UC assessment period to check that the local income band still reflects your actual circumstances.

What Happens After You Report

The council reassesses your CTR award based on the new information. If your circumstances improved (higher income, fewer dependants), your award decreases and you'll get a revised council tax bill showing higher monthly payments. If circumstances worsened, your award may increase and payments drop.

Changes can be backdated to the date they occurred, which sometimes means a lump-sum adjustment on your next bill. This is the "backbilling" that catches people off guard — particularly with fluctuating UC awards where your income band changes month to month.

Overpayments

If a reassessment reveals you received more CTR than you were entitled to, an "excess reduction" is added back to your council tax account. The council recovers this through revised monthly billing — effectively increasing your payments until the overpayment is cleared.

If the overpayment was caused by council error and you couldn't reasonably have known about it, you can submit a written dispute asking the council not to recover it.
