Salford Council Tax Reduction Evidence Required

The Evidence Salford City Council Needs

Salford may request supporting documents after you submit your application. The documents should be uploaded within one calendar month of the request; if you need more time, ask for an extension before the deadline.

Getting your documents together before you start the online form avoids that trap entirely. Here's the full list.

Identity and Address

You need either one form of photo ID or two forms of non-photo ID:

Photo ID (one of these):

  • Passport
  • Full UK driving licence
  • Biometric residence permit

Non-photo ID (two of these):

  • Birth certificate
  • Marriage or civil partnership certificate
  • National Insurance number card or letter
  • Recent utility bill (gas, electric, water — within the last three months)
  • Bank statement showing your current address

If you've recently moved to Salford, you'll also need proof of your address — a tenancy agreement, mortgage statement, or a recent council tax bill showing your name at the property.

Income and Benefits

Universal Credit claimants — this is where most people get caught out. The council needs your full PDF UC statement, not just the payment amount. The breakdown shows every element (housing, childcare, limited capability for work, carer), and the council uses these to calculate which parts of your UC are disregarded.

Download the full statement from your UC journal. A bank payment notification showing the lump sum is not enough.

Other income evidence:

  • Payslips covering the last two months (if employed)
  • Self-employment accounts — profit and loss for the last full trading year, plus recent bank statements showing business income
  • Private or occupational pension statements
  • Any other benefit letters (Carer's Allowance, PIP, DLA, Attendance Allowance)

Bank Statements

Salford asks for four to six weeks of unabridged bank statements for every personal and joint account you hold. "Unabridged" means every transaction visible — not a summary or balance-only printout.

If you bank online, download the full PDF version. Cropped screenshots or mobile app screenshots rarely show the account holder name and sort code that the council needs to verify the statements.

This applies to all accounts, including savings accounts and any account where benefits or wages are paid in — even if the account isn't your "main" one.

Non-Dependant Information

If any adults aged 18 or over live with you (other than your partner), the council needs to know their circumstances. Each non-dependant's status determines whether a £7.00 weekly deduction is applied to your CTR award, or whether they qualify for an exemption.

Gather details of each non-dependant's:

  • Age
  • Employment status and income
  • Whether they're in full-time education
  • Whether they receive PIP, DLA (middle/higher care), Attendance Allowance, Pension Credit, or Carer's Allowance

You won't necessarily need documentary proof for every non-dependant at the application stage, but having these details ready means you can answer the portal's questions accurately the first time.

What to Do If You're Missing Documents

If a document is genuinely delayed — an employer is slow with payslips, or you're waiting for a benefit decision letter — submit your application anyway and explain what's outstanding. The council will write to you with a specific evidence deadline.

The critical thing is to get the application submitted. Your claim start date is generally the Monday after your application is received. Working-age backdating is limited to six months and requires continuous good cause; pension-age claims can be backdated automatically by up to three months. You can upload missing evidence later through your online account, as long as it arrives within the one-month deadline.

If you're struggling with digital access, Salford's Gateway Centres at Pendleton, Walkden, Eccles, Broughton Hub, and Cadishead Library have public computer terminals and staff who can help with uploads.

For a printable evidence checklist organised by household type, the Salford Council Tax Reduction guide includes one you can work through before starting the portal.
