Evidence Needed for Council Tax Reduction in Sunderland
Sunderland City Council won't process your Council Tax Support application without evidence. Incomplete submissions stall in the queue, and you have one calendar month from the council's evidence request to provide everything. Gathering documents before you open the online form saves you from session timeouts, multiple upload attempts, and processing delays.
Identity and National Insurance
You need proof of identity for both you and your partner (if applicable):
- Passport, UK driving licence, or birth certificate
- Official DWP correspondence confirming your National Insurance number
- Your partner's NI documentation if you're applying as a couple
The council uses National Insurance numbers to cross-check benefit records with the DWP, so these must be accurate and current.
Earned Income
The council needs enough consecutive records to establish your average weekly earnings:
- Employed: five consecutive weekly payslips, two fortnightly payslips, or two consecutive monthly payslips
- Self-employed: audited accounts, profit and loss statements, or HMRC tax calculations covering your most recent trading period
If you work variable hours — zero-hours contracts, agency shifts, seasonal work — provide as many consecutive payslips as possible. The council uses these to calculate your average net earnings before applying the £25/week disregard.
Benefits and Universal Credit
- UC monthly award statement: the full breakdown showing each element separately (standard allowance, housing element, child elements, LCWRA). The payment summary page alone isn't enough — the council needs to see which elements to disregard
- Legacy benefit award letters: for Income Support, income-based JSA, or income-related ESA, provide the most recent DWP decision letter showing your current award
- Other benefits: PIP, DLA, Attendance Allowance, or Carer's Allowance award letters (these are fully disregarded but still need to be declared)

Capital and Savings
This is where applications most commonly fall apart. The council requires:
- Two consecutive months of unedited bank statements for every account held by you or your partner — current accounts, savings accounts, building society accounts, ISAs, and investment accounts
- Statements must be complete and unredacted.
- If you hold premium bonds, cryptocurrency, or other non-bank assets, include recent valuation evidence
Remember: total capital of £16,000 or more disqualifies you entirely. Capital below that threshold has no effect on your award under Sunderland's banded scheme — there's no tariff income calculation.
Property and Tenancy
- Renters: current tenancy agreement showing landlord name, address, and rental amount
- Homeowners: mortgage statement or ownership documentation
- The council needs to confirm you're the legally liable person for council tax at the property
How to Submit
Upload legible digital copies through the council's online portal. If you can't upload digitally, contact Customer Services on 0191 520 5551 to ask how to submit your evidence.
The One-Month Deadline
Once the council requests evidence, you have one calendar month to provide everything. The council needs the evidence to process your claim. If you're struggling to obtain documents in time — waiting for a bank to post statements, or chasing HMRC for self-employment records — contact the council to explain the delay before the deadline passes.
