Documents Needed for Newcastle Council Tax Reduction
Newcastle's online Council Tax Support application lets you upload documents as you go, but knowing exactly what to gather before you start saves a lot of back-and-forth. The council uses a Risk-Based Verification system, so not everyone is asked for the same evidence — but having everything ready means you are covered either way.
Information and Documents to Gather
You need your 12-digit Council Tax reference to apply. The council uses risk-based checks, so it may ask for supporting evidence after you apply. Keep the relevant items below ready:
- 12-digit Council Tax reference number — on your annual demand notice below the property address. Lost it? Use the council's online lookup tool.
- Proof of identity — passport, photocard driving licence, or National Insurance card/letter for you and your partner.
- Bank statements — two consecutive months for every current account, savings account, and investment account held by you and your partner. The council may request these to verify that total household capital is under the £6,000 threshold.
If You Are Employed
- Payslips — five consecutive weekly payslips, three fortnightly payslips, or two monthly payslips for each employed person in the household.
- The council uses your net pay (after tax and NI) for the income assessment, then applies the weekly earnings disregard (£7.50 single, £12.50 couple, £17.50 lone parent).
If You Receive Universal Credit
- Full UC statement — download the PDF from your UC journal. It must show the complete breakdown: standard allowance, housing element, childcare costs, any earned income reported, and deductions. The council ignores the housing element and does not subtract DWP debt recoveries, so the breakdown matters.

If You Are Self-Employed
- Profit-and-loss accounts — detailed monthly or quarterly accounts showing gross income, allowable business expenses, and net trading profit.
- Business bank statements — separate from personal accounts.
- Tax self-assessment documentation — your latest SA302 or tax return if available.
- Newcastle applies a Minimum Income Floor to self-employed applicants. If your reported profit is below the national minimum wage or National Living Wage for your declared hours, the council uses the full MIF to assess your income.
If You Claim Disability Benefits or Qualify for Passporting
- PIP, DLA, or AFIP award letters — these benefits are fully disregarded in the income calculation, but the council may need proof of the award to apply the correct disregards and exemptions from non-dependant deductions.
- ESA, Income Support, or JSA (income-based) decision letters — these passport you straight to Band 1 (100% discount).
- Care leaver confirmation — a letter from the local authority confirming care leaver status and age (under 25 for automatic Band 1 passporting).
- Medical evidence of terminal illness — for the terminally ill passporting rule.
The Verification Process
If your application is flagged as high-risk, the council sends a request for specific documents. You have one month to provide them.
Low and medium-risk applications are often processed automatically without manual document review — so you may get an award without being asked for anything beyond what you uploaded at submission.
