How to Apply for Council Tax Reduction in Newcastle upon Tyne

Newcastle City Council runs its own Council Tax Support scheme for working-age residents on low incomes — but it does not start automatically when you claim Universal Credit or any other benefit. You need to apply separately, and the whole thing happens through the council's online portal.

Information and Documents to Have Ready

Keep the relevant items below ready. The council uses risk-based checks and may request supporting evidence after you apply:

  • Your 12-digit Council Tax reference number — printed on your annual demand notice, just below your property address. If you have lost it, use the council's online reference lookup tool.
  • Proof of identity — passport, photocard driving licence, or National Insurance card/letter.
  • Earnings evidence — five consecutive weekly payslips, three fortnightly payslips, or two monthly payslips for every employed person in the household.
  • Universal Credit statement — the full breakdown from your UC journal showing every element, including any wage top-ups and debt deductions.
  • Bank statements — two consecutive months for every open current, savings, or investment account. Total capital across the household must be under £6,000 for working-age applicants.
  • Disability benefit letters — PIP, DLA, or Armed Forces Independence Payment award notices, if applicable. These benefits are fully disregarded when assessing income.

How to Submit Your Application

Go to Newcastle City Council's online Council Tax Support portal. The application form asks for household details, income information, and lets you upload scanned documents or clear photos directly.

After submitting, the system gives you a confirmation timestamp and reference number. Save both — they are your only proof of when you claimed if there is a dispute later.

Newcastle uses a Risk-Based Verification system. Low and medium-risk claims get an automated award without anyone manually reviewing your documents. High-risk claims trigger a document check, and you will have one month to provide whatever is requested.

If You Need Help or Cannot Apply Online

Not everyone can get online easily. Other routes:

  • Post — write to Revenues and Benefits Service, Newcastle City Council, Civic Centre, Newcastle upon Tyne, NE1 8QH.
  • In person — Citizens Advice Newcastle offers assisted digital support and advice at drop-in sessions at the City Library, 4th Floor, Charles Avison Building, 33 New Bridge Street West, NE1 8AX, Monday to Friday from 10:00 AM to 12:00 PM.

What Happens After You Apply

You must keep paying your existing council tax bill while your claim is processed. Applying does not pause or reduce what you currently owe.

Once your claim is assessed and approved, Newcastle sends a revised demand notice showing your discount percentage, adjusted annual liability, and recalculated monthly instalments. If you prefer to spread payments over 12 months rather than the standard 10, you can email [email protected] to request that.

Your entitlement usually starts on the date the council received your completed application, not the date it processes it. If you claim within the first week after moving in, entitlement can start from the date you first became liable. That is why getting the confirmation reference matters.
