How to Appeal Council Tax Reduction in Newcastle
If Newcastle City Council has calculated your Council Tax Support incorrectly, refused your claim, or rejected a backdating request, you have statutory rights to challenge the decision. The appeal process has two stages, and you must follow them in order.
Stage 1: Written Grievance to the Council
Your first step is a formal written grievance under Section 16 of the Local Government Finance Act 1992. You can submit this by:
- Emailing [email protected]
- Writing to Revenues and Benefits Service, Newcastle City Council, Civic Centre, Newcastle upon Tyne, NE1 8QH
Your grievance must include:
- Your full name and property address
- Your 12-digit Council Tax reference number
- The specific decision you are challenging
- The grounds for your challenge — why you believe the calculation or decision is wrong
Be specific. "I think my discount should be higher" is not enough. Explain exactly which part of the assessment you dispute: the income figure used, the band you were placed in, the non-dependant deduction applied, the refusal to backdate, or whatever the issue is.
The council has two months from receiving your grievance to review the decision and send a formal written response.
Stage 2: Valuation Tribunal for England
If the council rejects your grievance or fails to respond within two months, you can escalate to the Valuation Tribunal for England (VTE). The VTE is an independent judicial body — completely separate from the council.
You must appeal within:
- Two months of receiving the council's Stage 1 decision, OR
- Four months of your original grievance submission, if the council never responded
Appeals go through the VTE's online portal at valuationtribunal.gov.uk or by phone on 0303 445 8100. The service is free.
The VTE can recalculate your CTS entitlement under the scheme rules if it finds an error. However, it cannot overturn policies that the council lawfully adopted — so if the scheme itself is the problem (for example, you disagree with the income band thresholds), the VTE cannot change that.
Important: Keep Paying While You Appeal
Filing a grievance or a VTE appeal does not suspend your council tax bill. You must continue paying the amounts shown on your current demand notice while the process runs. If you stop paying, the council can pursue enforcement action regardless of the pending appeal.

What the VTE Cannot Handle
Property valuation band disputes — whether your home is in the right band — go to the Valuation Office Agency, not the VTE. That is a separate process. The VTE handles CTS award calculations, discount decisions, non-dependant deductions, backdating refusals, and Section 13A hardship decisions.
For a grievance letter template, an evidence checklist for VTE hearings, and a timeline tracker for the two-stage process, the Newcastle Council Tax Reduction guide covers the full appeal pathway.
