What Documents Do You Need for Council Tax Reduction in North Northamptonshire?
Why Evidence Matters So Much
North Northamptonshire Council needs supporting evidence to decide your CTR claim. If evidence is missing, NNC will send a request with a one-calendar-month deadline; without good cause, missing it can lead to claim closure or refusal. An incomplete evidence package can delay the decision.
Gathering everything before you start the online form is the single most effective thing you can do to speed up your claim.
Identity and National Insurance
You need to prove who you are and provide your National Insurance number:
- Passport, UK photocard driving licence, or birth certificate
- Official DWP letter confirming your NI number (a benefits award letter usually shows this)
- If you have a partner, you need the same documents for them
NNC uses your NI number to cross-reference DWP records, so getting this right matters.
Council Tax Liability
NNC needs confirmation that you're actually liable for council tax at the address:
- Your current NNC council tax demand notice — the annual bill showing your name and the property
- If you're a tenant, a tenancy agreement showing your name and address
- For joint liability, proof of the joint tenancy or co-ownership

Income Evidence
This is where most claims stall. NNC needs a clear picture of your household income, and the evidence requirements differ depending on how you earn:
Employed: 5 consecutive weekly wage slips, 3 fortnightly slips, or 2 consecutive monthly slips. These must show gross pay, deductions (tax, NI, pension), and net pay.
Self-employed: Formally audited accounts for the most recent trading year, or a 3-month cashbook showing income and expenses. Two full months of bank statements for all business and personal accounts.
On benefits: Your latest DWP benefit award letter, plus a full Universal Credit monthly statement breakdown (not just the payment summary — the detailed statement showing each element).
Other income: Pension statements, maintenance agreements, investment income records.
Capital and Savings — Every Account
This is the evidence NNC is strictest about: two full, consecutive, recent months of statements for every bank account, ISA, and investment account you hold. Not just your main current account — every one.
That means:
- Current accounts (all of them, including ones you rarely use)
- Savings accounts
- ISAs (cash and stocks and shares)
- Premium bonds (recent statement or balance confirmation)
- Investment accounts, share certificates
- If you own property other than your home, evidence of that too
NNC can cross-reference your data with DWP records and open banking verification tools. Include every account so NNC can assess your full capital and income position.
Why two months? NNC asks for two full, consecutive, recent months of statements to verify the capital and income declared in your application.
Childcare Costs
If you're claiming childcare deductions:
- Formal invoices or receipts from a registered childcare provider
- The provider's registration number must be visible
- Amounts must show net payments (after any childcare vouchers or tax-free childcare contributions)
Partner's Evidence
If you live with a partner, NNC assesses you as a household. You'll need all of the above for your partner too — their income evidence, their bank statements, their identity documents.
The One-Month Deadline
If NNC accepts your application but finds evidence missing, they'll send a written request specifying exactly what's needed. You then have one calendar month to supply it. No extensions are guaranteed.
Miss the deadline without good cause and the claim is refused. You'd need to submit a fresh application — with a new, later claim date — losing any backdating advantage.
Tips for a Clean Submission
Download bank statements as PDFs from your banking app rather than photographing paper statements. Digital PDFs are clearer and less likely to trigger queries.
Check statements for completeness before uploading — NNC wants full months, not partial. A statement that runs from mid-month to mid-month may not count as "consecutive."
Make a personal copy of everything you upload. If there's ever a dispute about what you submitted and when, your copies are your evidence.
If an account has no activity, submit the statement anyway — a nil-balance statement proves the account exists and is below threshold.
