Evidence Needed for Plymouth Council Tax Reduction Application

Why Evidence Matters More Than Eligibility

Plymouth's average processing time for Council Tax Support applications is 21 days. Missing a document can extend that timeline while the council requests more information. You must keep paying the instalments on your existing Council Tax bill while the claim is processed.

The Kasperowicz v Plymouth City Council [2021] High Court case proved how seriously Plymouth takes documentation. The claimant was entitled to Council Tax Reduction but couldn't produce physical proof of their Universal Credit award. The court upheld the refusal. Eligibility without evidence is, legally, the same as ineligibility.

The Complete Evidence Checklist

Identity Verification

  • National Insurance Number cards or letters for you and your partner
  • Valid passport, driving licence, or official immigration documents
  • If applicable: Pre-Settled or Settled Status share code

Income from Employment

  • 5 consecutive weekly payslips, or
  • 3 consecutive fortnightly payslips, or
  • 2 consecutive monthly payslips

The council needs consecutive slips to see your typical earnings pattern. Gaps in the sequence will trigger a request for more.

Universal Credit

  • Full monthly assessment period statement from your UC journal — the complete breakdown showing every element, not just the payment summary
  • This is the document that Kasperowicz turned on. Download it from your UC journal before you apply.

Self-Employment

  • Audited trading accounts or detailed income-and-expense logs covering the assessment period
  • If you've been trading for more than a year, prepare records covering the last 12 months
  • Tax returns (SA302) if available

Other Benefits

  • Award letters for PIP, DLA, ESA, Carer's Allowance, or Attendance Allowance
  • These are needed even though they're disregarded from income — the council needs to verify the disregard applies

Capital and Savings

  • Full bank statements for the last 2 consecutive months for every account you hold
  • This means every current account, savings account, ISA, Post Office savings, and PayPal balance
  • Statements must show closing balances

This is where applications commonly stall. People forget a dormant savings account or an ISA they rarely check. The council wants statements for every account — one missing statement holds up the entire application.

Housing

  • Current tenancy agreement or mortgage statement
  • Council Tax demand notice showing your liability

Dependants

  • Birth certificates for dependant children
  • Proof of student status for any young people in full-time education
  • Documentation for non-dependant adults in the household

What Happens When Evidence Is Missing

The council will process what they have and issue a request for the missing items, typically giving you one month to respond. During this time:

  • Your application stays open but can't be finalised
  • You must keep paying your Council Tax instalments
  • If you don't respond within the deadline, the council may refuse your application

If your application is refused for missing evidence, you can reapply with the complete documents — but you lose the original application date, which matters for backdating purposes.
