How to Apply for Council Tax Reduction in Plymouth
What Plymouth Council Tax Support Actually Is
Plymouth City Council runs its own Council Tax Support scheme — separate from any national benefit. If you're working-age and on a low income, you could get up to 80% knocked off your Council Tax bill. The council calls it Council Tax Support (CTS), though you'll see it referred to as Council Tax Reduction elsewhere.
The critical thing most people miss: applying for Universal Credit does not apply for Council Tax Support. The DWP doesn't tell Plymouth City Council anything. You have to submit a separate application directly to the council. Until a CTS award is made, keep paying the Council Tax instalments shown on your bill; a later backdated award is subject to the scheme's six-month limit and good-cause test.
Before You Open the Application Form
Get your documents together first. Submitting an incomplete application is the most common reason for delays — Plymouth's average processing time is 21 days, but missing evidence stretches that considerably.
You'll need:
- National Insurance numbers for you and your partner
- Photo ID — passport, driving licence, or official immigration documents
- Wage slips — 5 consecutive weekly, 3 fortnightly, or 2 monthly
- Universal Credit statement — the full monthly assessment period breakdown (not just the payment amount)
- Bank statements — last 2 months for every account you hold, including savings, ISAs, and PayPal
- Tenancy agreement or mortgage statement
- Children's birth certificates if claiming with dependants
- Benefit award letters — PIP, DLA, Carer's Allowance, ESA
If you're self-employed, you'll also need audited trading accounts or detailed income-and-expense logs covering the assessment period. If you've been trading for more than a year, prepare records covering the last 12 months.
The Application Process Step by Step
Plymouth handles everything through its online portal at plymouth.gov.uk/council-tax-support. Here's the sequence:
- Log in or create an account on the council's portal
- Complete the application form — declare your household composition, all income streams, and capital
- Upload your evidence — digital copies of everything listed above
- Note your reference number — you'll get a 9-digit number starting with 5 or 6
- Keep paying your current instalments — your application doesn't pause your Council Tax bill
That last point catches people out. While the council processes your claim, you're still legally required to pay your existing instalments. If a backdated award creates a credit on your account, the council will either reduce your future payments or issue a refund.

What Happens After You Apply
The average processing time for applications is 21 days. You'll receive a formal CTS Decision Notice alongside an adjusted Council Tax Demand Notice. The decision letter shows your assessed weekly income, which income band you've been placed in, your discount percentage, any non-dependant deductions, and your new monthly payment amount.
Check every figure on that notice. Mistakes happen, and catching them early is far simpler than challenging them later.
If You Can't Apply Online
Not everyone can manage the digital form. You can call Plymouth City Council on 01752 668000 to request assisted digital support or an alternative format application. Local advice centres can also help you complete the form.
Common Mistakes That Delay Applications
Including exempt income in your figures. PIP, DLA, Carer's Allowance, Child Benefit, and the Housing Costs element of Universal Credit are all fully disregarded. If you accidentally declare them as assessable income, you'll look like you earn more than you do — and end up in a lower discount band.
Submitting partial bank statements. The council wants statements for every account. One missing current account or a forgotten ISA means they'll request more evidence, adding weeks to the process.
Not reporting all household members. Non-dependant adults living with you trigger a £4.90 weekly deduction from your award. If you don't declare them and the council finds out later, you'll face an overpayment demand.
The Plymouth Council Tax Reduction Guide walks through each section of the application form with worked examples, evidence checklists, and the exact income disregards Plymouth applies — so you know your band placement before you hit submit.
