PIP, DLA and Council Tax Reduction in Hounslow
Disability Benefits Don't Count Against You
Hounslow's working-age Council Tax Reduction scheme has a straightforward rule: all unearned income is 100% disregarded. That includes Personal Independence Payment (PIP), Disability Living Allowance (DLA), Attendance Allowance, and the Limited Capability for Work and Work-Related Activity (LCWRA) element of Universal Credit.
None of these payments enter the income calculation. The council assesses only your gross monthly earned income from employment or self-employment. A resident receiving £700 per month in PIP and no wages sits in Band 1 — the maximum 75% support — because their earned income is zero.
How This Works in Practice
Say you receive the enhanced daily living component of PIP and work part-time earning £400 per month. Hounslow ignores the PIP completely and places you based on the £400 alone. As a single applicant, that lands you in Band 2 (60% support).
Compare that to a council using the old means test, where every income source gets fed into a calculation and PIP sometimes pushed people over the threshold. Hounslow's banded approach separates the two cleanly.
The Non-Dependant Deduction Exemption
If you receive PIP daily living component, DLA care component, or Attendance Allowance, any non-dependant adults living with you (such as an adult child) are exempt from the standard non-dependant deduction. Without this exemption, each working adult in your household could trigger a deduction that reduces your award.
This exemption also applies if the non-dependant themselves receives these disability benefits. Either way, the deduction is waived.

Severe Mental Impairment — A Separate Route
If you or someone in your household has been certified as severely mentally impaired by a GP and receives a qualifying benefit (PIP daily living, DLA care, or Attendance Allowance), a separate 100% council tax exemption may apply. This is different from Council Tax Reduction — it's a complete removal of liability under the SMI disregard. A sole occupant with SMI pays nothing; a household with one SMI-disregarded person and one other adult qualifies for a 25% discount.
The SMI exemption requires a specific application to Hounslow Revenues with a doctor's certificate.
Carer Interaction
If you care for someone receiving a qualifying disability benefit and you receive Carer's Allowance or the UC Carer Element, you get an automatic 90% council tax reduction. That's even more generous than Band 1's 75%. This is one of Hounslow's structural protections — your earned income doesn't matter at all in this category.
Our Hounslow Council Tax Reduction guide maps out exactly how disability benefits interact with each support band, including worked examples for PIP and DLA households.
