Hillingdon Council Tax Reduction for Disabled Residents: PIP, DLA and LCWRA
Band 2: The Disability Protection
Hillingdon's 2026/27 working-age scheme has an explicit gateway for disabled residents. If you or someone in your household receives a qualifying disability benefit, you're assessed under Band 2 instead of the standard bands. Band 2 provides a 75% reduction — the same maximum percentage as Band 3 — but with significantly higher income thresholds.
The difference is substantial. A single person under Band 3 can earn up to £90 per week and keep the 75% reduction. Under Band 2, that threshold jumps to £180 per week. For a couple, the Band 3 ceiling is £130 — Band 2 allows up to £250.
Which Benefits Qualify for Band 2
You're eligible for Band 2 assessment if anyone in the household receives:
- Personal Independence Payment (PIP) — either the Daily Living or Mobility component
- Disability Living Allowance (DLA) — any rate of the care or mobility component
- LCW or LCWRA element of Universal Credit — the Limited Capability for Work or Limited Capability for Work and Work-Related Activity element; the scheme lists the ESA Support Component separately
- Employment and Support Allowance (ESA) — specifically the Support Component (the Work-Related Activity Component doesn't qualify)
- Registered blind status
The qualifying benefit can belong to the applicant, their partner, or a dependent child in the household. A child receiving the Disabled Child element of UC also triggers Band 2.
PIP and DLA Are Not Counted as Income
This is a point that confuses many applicants. PIP and DLA are fully disregarded when Hillingdon calculates your assessable income for band placement. They don't push you into a higher band.
So if you receive £100 per week in PIP and £80 per week in wages, only the wages are assessed (£80 minus the £25 earnings disregard = £55 assessable income). The PIP is invisible to the income band calculation while simultaneously qualifying you for Band 2's higher thresholds.

Carers
If you receive Carer's Allowance or the Carer element of Universal Credit, this income is factored into the band assessment. However, having a carer in the household doesn't automatically trigger Band 2 — the qualifying disability benefit must belong to someone in the household.
Where a carer and the person they care for live in the same Hillingdon property, the disabled person's PIP or DLA opens Band 2, and the carer's Carer's Allowance or UC Carer element is included in the income assessment. The Carer element is one of the UC elements deducted before band placement, which helps keep the assessable income lower.
The Disabled Band Reduction Scheme
Separately from CTR, Hillingdon operates the national Disabled Band Reduction Scheme. If your home has been adapted to accommodate a disabled resident — an extra bathroom, wheelchair-width doorways, a ground-floor room used as a bedroom — you can apply for a one-band reduction in your property's council tax valuation.
A Band D property becomes Band C for billing purposes. A Band A property (already the lowest) receives a reduction equivalent to one-sixth of the Band D charge.
This reduction is applied before CTR is calculated, so it compounds: your bill drops from the band reduction, and then CTR reduces it further. You apply through Hillingdon Council (not the Valuation Office Agency), and you'll need evidence of the adaptations and the disability.
Evidence You'll Need
To secure Band 2 status on your CTR application:
- The official PIP award letter showing components and rates
- DLA award notice
- UC statement showing the LCW or LCWRA element
- ESA decision letter confirming the Support Component
- Certificate of registration for blindness
Submit these alongside your main CTR application through the council's NEC portal. Without the award letter, the council has no way to verify Band 2 eligibility and will assess you under the standard bands.
