Council Tax Reduction for Disabled Residents in Lambeth
Under Lambeth's previous Council Tax Support scheme, disabled residents and carers in defined protected groups could get up to 100% off their bill. The 2026/27 income-banded scheme removed that structural protection — the maximum under the standard scheme for a working-age claimant is now 73.5%. Separate statutory relief or discretionary hardship support may reduce the bill further. But disability benefits are still treated differently from earned income, and that distinction is worth understanding clearly.
Disability Benefits Are Fully Disregarded
When Lambeth calculates which income band you fall into, only net weekly earned income counts. Disability-related benefits are treated as £0:
- Personal Independence Payment (PIP) — both Daily Living and Mobility components
- Disability Living Allowance (DLA) — both Care and Mobility components
- Attendance Allowance
- Armed Forces Independence Payment
- Carer's Allowance and the Carer Element of Universal Credit
- Employment and Support Allowance (ESA)
If you receive PIP and ESA but have no earned income at all, your assessed weekly earnings are £0 — placing you in Band 1 with the maximum 73.5% discount under the standard scheme. You'll still pay the 26.5% minimum unless separate statutory relief or discretionary hardship support applies, but your disability income doesn't push you into a lower support tier.
If you work part-time alongside your disability benefits, only the wages count. A disabled resident earning £90 net per week while receiving PIP is assessed on the £90 alone — Band 2 (55% off) with no children, or Band 1 (73.5%) if the earned income is £0 after accounting for the calculation.
Non-Dependant Deduction Exemption
This is the most valuable protection for disabled claimants. Normally, every adult living in your home who isn't your partner triggers a deduction from your award (£10/week if non-working, £16/week if working). These deductions can wipe out your entire discount.
But if you or your partner receive any of the following, the non-dependant deduction drops to £0 for everyone in the household:
- PIP Daily Living component (standard or enhanced)
- DLA Care component (lower, middle, or higher)
- Attendance Allowance
- Armed Forces Independence Payment
- Registered severely sight-impaired or blind
A disabled resident with three working adult children living at home would normally face £48/week in deductions. With a qualifying PIP or DLA award, all three deductions are eliminated.
The Disabled Band Reduction (Separate From CTR)
If your home has extra space needed to meet a disabled resident's needs — a room predominantly used by and required for them, an additional bathroom or kitchen required to meet their needs, or sufficient floor space for a wheelchair needed inside the home — you may qualify for a disabled band reduction. The space must be essential or of major importance to their well-being. If approved, your bill is calculated at the next lower council tax band; if your home is Band A, you get a 17% reduction instead.
The disabled band reduction is applied before Council Tax Support is calculated, so it reduces both your base liability and the minimum 26.5% payment. Apply directly to Lambeth's council tax team — it's separate from the CTR application.

Carers Get the Same Income Disregard
Carer's Allowance is also treated as £0 earned income under the banded scheme. If you're a carer who doesn't work, you'll be assessed in Band 1 (73.5%). If you do some paid work alongside caring duties, only the wages count.
Submit Your Award Letters
None of these protections apply automatically. Lambeth needs documentary proof — your PIP, DLA, Attendance Allowance, or AFIP award letter — to apply the income disregard and the non-dependant exemption. Without it, the council assesses you under standard rules and applies full deductions.
