Wandsworth Council Tax Reduction for Disabled Residents and Carers

Scheme 1: The 100% Reduction for Disabled Residents and Carers

Wandsworth's local council tax reduction scheme puts disabled residents and carers at the top of its priority structure. If you or your partner receives any of the following, you qualify for Scheme 1 — a full 100% reduction on your net council tax liability — provided earned income remains below the applicable Scheme 4 or Scheme 5 cap:

  • Personal Independence Payment (PIP)
  • Disability Living Allowance (DLA)
  • Attendance Allowance
  • Carer's Allowance
  • ESA Support Group (income-related or contribution-based)
  • Universal Credit with the Limited Capability for Work-Related Activity (LCWRA) element
  • War Disablement Pension or War Widows Pension

On a Band D property in Wandsworth charged £1,020.35 for 2026/27, a 100% reduction means you pay nothing. If you also get the 25% Single Person Discount, the reduction applies to the already-discounted figure of £765.26 — still nothing to pay.

The capital limit for Scheme 1 is £16,000, considerably higher than the £6,000 limit for working claimants in Schemes 4 and 5.

Scheme 1 Is Not Automatic

Receiving PIP or DLA does not automatically reduce your council tax. You must submit a separate Council Tax Reduction application to Wandsworth Council — the DWP does not pass your disability benefit details to the borough automatically.

When you apply, include your PIP, DLA, or ESA award letter as evidence. The council uses this to confirm which scheme level applies to your household.

Non-Dependant Deduction Protection

One of the most valuable features of disability-linked Scheme 1 eligibility is protection from non-dependant deductions. Normally, if another working adult lives in your home, Wandsworth subtracts a weekly amount from your CTR award. But if you or your partner receives PIP daily living, DLA care, Attendance Allowance, or is registered blind, no deduction is taken — regardless of how much the other adult earns.

Disability Band Reduction — A Separate Scheme

Council Tax Reduction and the Disabled Band Reduction are different things. The Disabled Band Reduction lowers your property's council tax band by one level (so a Band D property is charged at Band C rates) if the property has been adapted with features essential for a disabled resident — a wheelchair-accessible room, a second bathroom, or extra space.

You can claim both. The Disabled Band Reduction lowers the base bill; CTR then reduces the remaining liability by up to 100%.

Severe Mental Impairment Exemption

The Severe Mental Impairment (SMI) exemption is separate again. If a resident has a severe impairment of intelligence and social functioning (certified by a doctor) that appears permanent, and they receive a qualifying benefit (PIP, DLA, ESA, Attendance Allowance, or UC with LCWRA), they can be disregarded for council tax purposes.

If the person with SMI is the sole liable adult, the property becomes entirely exempt from council tax. If they live with one other liable adult, that adult becomes eligible for the 25% Single Person Discount because the SMI-disregarded person no longer counts.

The SMI exemption requires a separate application with a medical certificate — it is not part of the Council Tax Reduction application, though the council can process both at the same time.

Putting It All Together

A disabled Wandsworth resident can potentially stack three separate reductions: the Disabled Band Reduction (lower band), the SMI disregard or Single Person Discount (25% off), and Scheme 1 CTR (100% off the remainder). The result is often a council tax bill of zero.

The Wandsworth Council Tax Reduction guide maps out which combination applies to your specific circumstances and includes the evidence checklist for disability-related claims.
