PIP, DLA and Council Tax Reduction in Central Bedfordshire

Disability Benefits Do Not Count as Income

Central Bedfordshire Council fully disregards Personal Independence Payment, Disability Living Allowance, and Attendance Allowance when calculating your weekly income for council tax support purposes. These payments are excluded entirely — they do not push you into a higher income band.

This is significant because the scheme disregards PIP regardless of its amount. The council's worked example uses PIP of £101.55 per week; because the payment is disregarded, it does not push the claimant into a higher income band.

Carer's Allowance (£81.90 per week) is also fully disregarded. If you are both disabled and a carer — receiving PIP and Carer's Allowance — your countable income from those sources is zero.

How It Works in Practice

A single disabled adult receiving PIP (£101.55 per week) and Carer's Allowance (£81.90 per week), with no other income, has £0 countable income from these benefits because both are disregarded.

That places them in Band B1 — the maximum 75% discount. On a Band D property after the Single Person Discount, the annual bill would be around £1,650, and the 75% LCTS discount removes £1,237.50. They pay £412.50 for the year.

Without applying for council tax support, they would owe the full £1,650.

Council Tax Support vs Disabled Band Reduction

These are two different things and you can claim both. Council Tax Support is the income-based reduction scheme (up to 75% for working-age residents). The Disabled Band Reduction Scheme reduces your property by one band if you have certain disability adaptations — a wheelchair room, an extra bathroom, or extra kitchen or living space that the disabled person needs.

If you qualify for both, the Disabled Band Reduction is applied first (lowering your base bill), and then the LCTS percentage discount is calculated on the reduced amount. They stack.

Similarly, if you qualify for Severe Mental Impairment disregard, that is a separate class discount handled under different rules — it does not replace council tax support. The council tax support page on the CBC website and the separate disability discounts page both need to be checked.

What Evidence You Need

Even though PIP and DLA are disregarded, you still need to prove you receive them. Provide your DWP award letter showing the payment amounts and dates. The council uses this to confirm the disregard applies and to correctly calculate your remaining countable income.

If you receive Universal Credit with the Limited Capability for Work or Work-Related Activity element, that UC component is also disregarded from the income calculation.

The Central Bedfordshire Council Tax Reduction Guide covers all disability-related disregards, the Disabled Band Reduction, and how to ensure both are applied to your account.
