Brent Council Tax Reduction with PIP, ESA, or Disability Benefits
Disability benefits don't count as income — but the 35% floor still applies
This is the fact that catches most disabled residents in Brent off guard. Under the council's working-age CTR scheme, Personal Independence Payment, Disability Living Allowance, and Employment and Support Allowance are fully disregarded when calculating your weekly income band.
That means receiving PIP at the enhanced daily living rate doesn't push you into a higher band. If your only income is disability benefits with no earned income, you'll sit in Band 1 (£0–£80 weekly income) and qualify for the maximum 65% reduction under the standard income-banded scheme.
But — and this is the critical point — the maximum award under Brent's standard working-age income-banded scheme is 65%. You still pay at least 35% of your net council tax liability under that scheme. Separate discretionary relief may reduce the remaining bill further. Before April 2025, disabled residents were often protected from any minimum payment. That protection was removed when the council overhauled its scheme.
What this means in practice
Single disabled person in a Band C property (£1,800 annual council tax):
- 25% Single Person Discount applied: £1,350 net liability
- Band 1 (65% reduction): CTR award of £877.50
- Remaining bill: £472.50 per year (about £47 a month)
If you receive PIP and no other earned income, that £47 monthly payment comes entirely from your disability benefits or savings.
Carers living with a disabled person
If you provide at least 35 hours of care per week to a severely disabled person who isn't your spouse, partner, or child under 18, and they receive a qualifying benefit such as Attendance Allowance, the care component of Disability Living Allowance, or the daily living component of Personal Independence Payment, you may be disregarded as an adult occupant for council tax purposes. This is the "carer disregard" — if you're the only other person in the property besides the disabled person, a 25% Single Person Discount may apply (since the carer is treated as if they don't live there for discount purposes).
Unpaid carers who are themselves claiming Council Tax Reduction follow the standard income band rules. Check with Brent how it treats Carer's Allowance in your individual calculation.

Severe Mental Impairment exemption
Residents certified by a doctor as having a severe impairment of intelligence and social functioning — and receiving a qualifying benefit like Attendance Allowance or the PIP care component — can be disregarded for council tax purposes entirely. If a severely mentally impaired person lives alone, they qualify for a 100% Class U exemption, meaning no council tax at all.
This is separate from Council Tax Reduction. If someone qualifies for SMI disregard, apply for that first — it reduces the bill before CTR is calculated, and it can eliminate the bill entirely.
The Disabled Band Reduction Scheme
If your home has been adapted for a disabled resident — a dedicated therapy room, extra bathroom, wheelchair-width doorways — you may qualify for a Disabled Band Reduction. This lowers your property's billing band by one step (Band D becomes Band C, for example), reducing the annual charge that CTR is calculated against.
Again, apply for this separately through Brent Council. It stacks with CTR.
What if 35% is still unaffordable?
If the remaining bill after CTR creates genuine financial hardship, apply to Brent's £1.5 million Discretionary Council Tax Hardship Fund. It's specifically designed for residents who receive CTR but can't manage the 35% floor. Awards can reduce your liability further — even to zero in exceptional cases.
The Brent Council Tax Reduction guide explains how disability benefits interact with every part of Brent's scheme and includes a worksheet to calculate your exact remaining liability after all disregards and discounts are applied.
