Council Tax Reduction in Dudley with PIP or Carer's Allowance

If you receive Personal Independence Payment or Carer's Allowance, you have specific advantages when claiming Council Tax Reduction in Dudley. PIP is fully disregarded as income, and receiving PIP or DLA care component triggers a waiver of non-dependant deductions that saves real money if other adults live in your home.

These rules are Dudley-specific — not every council handles non-dependant deductions the same way.

PIP Is Fully Disregarded as Income

When Dudley Council calculates your CTR entitlement, they assess your weekly income against the applicable amount for your household. PIP — both the daily living component and the mobility component — is completely excluded from that income calculation.

This means receiving PIP does not reduce your CTR award. In 2026/27, a claimant on the enhanced rate of both PIP components receives £194.60 per week, and the full amount is ignored in the means test. Only earned income, other benefits (like Universal Credit standard allowance), and pensions count.

The same full disregard applies to:

  • Disability Living Allowance (DLA) — all components
  • Attendance Allowance
  • War Disablement Pensions
  • Child Benefit

The Non-Dependant Deduction Waiver

This is where PIP makes the most practical difference in Dudley. Under the working-age CTR scheme, Dudley Council applies a flat deduction of £5.00 per week for every non-dependant adult living in your home. A non-dependant is typically an adult son, daughter, parent, or friend who lives with you but is not your partner.

If you or your partner receives PIP Daily Living Component (either rate) or DLA Care Component (middle or higher rate), all non-dependant deductions are completely waived.

Without the waiver, two non-dependant adults in your home would cost you £10.00 per week — £520 per year — in deductions from your CTR award. With PIP daily living, those deductions disappear entirely.

This waiver is automatic once the council has your PIP award letter on file. You do not need to apply for it separately.

Carer's Allowance and CTR

Carer's Allowance is treated differently from PIP in the CTR calculation. It is counted as assessable income, not disregarded. In 2026/27, Carer's Allowance is £86.45 per week, and that amount is included in the income the council assesses.

However, receiving Carer's Allowance does affect the applicable amount — the threshold below which you get full CTR. Your household's applicable amount includes a carer premium, which raises the threshold and can partially or fully offset the Carer's Allowance income.

If you are a carer who provides at least 35 hours of care per week to a qualifying disabled resident who is not your spouse, partner, or child under 18, you may also qualify for the carer disregard. This removes you from the council tax headcount — meaning the person you care for can get the 25% single person discount even though you live there.

What to Provide When You Claim

To make sure Dudley Council applies the PIP and carer-related rules correctly, include with your CTR application:

  • Your PIP award letter from the DWP, showing which components and rates you receive
  • Your Carer's Allowance award letter, if applicable
  • DLA award letter if you receive DLA rather than PIP

Upload these through the MyDudley portal or email them to [email protected]. If your PIP award changes (for example, after a review or reassessment), report the change within 21 days.

Disabled Band Reduction Is Separate

If your home has been adapted for your disability — an extra room, extra bathroom, or wheelchair space — you may also qualify for the Disabled Band Reduction Scheme, which drops your property down one council tax band. This is not means-tested and stacks with CTR.

For the full picture of how PIP, the non-dependant waiver, and the Disabled Band Reduction all combine with Dudley's CTR scheme, see the Dudley Council Tax Reduction guide.
