Dudley Council Tax Non-Dependant Deductions Explained
What a Non-Dependant Deduction Is
When another adult lives in your home — an adult child, a sibling, a parent, a friend — Dudley Council assumes they contribute towards the household's council tax. That assumption is built into your Council Tax Reduction calculation as a "non-dependant deduction," which reduces your CTR award whether the non-dependant actually pays you anything or not.
In many councils, the deduction varies based on the non-dependant's gross income — earning more means a higher deduction. Dudley simplified this. Since April 2025, every non-dependant adult triggers a flat £5 per week deduction, regardless of earnings. Whether your adult child earns nothing or £40,000, the deduction is the same.
The Maths
Each non-dependant costs you £5 per week — £260 per year — subtracted from your CTR award before it's applied to your bill.
If you have two non-dependant adults in the household, that's £520 per year in lost support. Three adults: £780. This comes off the top of an already-capped award — remember, maximum CTR in Dudley only covers 40% of your bill.
For a single claimant in a Band A property with one non-dependant, maximum CTR drops from roughly £572 to £312 per year. That's a significant cut for a household that's already paying the 60% minimum floor.
Who Counts as a Non-Dependant
A non-dependant is any adult (18 or over) living in your home who isn't your partner and isn't a dependent child for benefit purposes. Common examples:
- An adult son or daughter who's finished education
- A parent or other relative sharing the property
- A friend or lodger (though formal tenants may be treated differently)
People who are not counted as non-dependants:
- Your partner (they're part of your joint assessment)
- Children under 18
- People who are themselves joint tenants or joint owners of the property
- Someone who pays rent on a commercial basis (a formal lodger or subtenant)

The PIP/DLA Waiver
This is the single biggest protection in Dudley's non-dependant rules. If you or your partner receives PIP Daily Living Component or DLA Care Component, all non-dependant deductions are waived completely. Every non-dependant in the household — one, two, five — triggers zero deduction.
The waiver applies to the claimant's or partner's disability status, not the non-dependant's. It doesn't matter whether the non-dependant is disabled or not. What matters is whether the CTR claimant (or their partner) receives the qualifying disability benefit.
This waiver can be worth hundreds of pounds per year. A household with two non-dependants would save £520 annually compared to having no qualifying disability benefit.
When to Check Your Decision Notice
If you receive a CTR decision notice that seems lower than expected, check the non-dependant deduction section first. Common errors include:
- A deduction applied when the non-dependant has actually moved out (report the change)
- A deduction applied when you receive PIP Daily Living or DLA Care (the waiver should apply)
- Someone counted as a non-dependant who is actually a joint tenant or formal lodger
If you spot an error, submit a Stage 1 written grievance to Dudley within one calendar month of the decision notice date. Provide evidence — a PIP award letter showing the Daily Living component, or proof that the non-dependant has moved to a different address.
The Dudley Council Tax Reduction guide covers non-dependant deductions in full, including how they interact with the Band C cap and the 60% minimum payment floor.
