Dudley Council Tax Single Person Discount — How to Claim the 25% Reduction
The 25% Discount for Sole Occupants
If you're the only adult counted for council tax purposes living in your property in Dudley, you're entitled to a 25% discount on your bill. This is a statutory entitlement under Section 11 of the Local Government Finance Act 1992 — it's not means-tested and it's not discretionary. You don't need to be on a low income to qualify.
On a Band A property in Dudley, the discount saves roughly £357 per year. On Band D, it's around £536. And it stacks with Council Tax Reduction — the single person discount is applied first, reducing your net liability, and then CTR is calculated on the lower figure.
"Only Adult" Doesn't Always Mean Living Alone
Certain people are "disregarded" for council tax purposes, meaning they don't count towards the number of adults in the property. If you live with someone who falls into a disregarded category, you can still claim the single person discount. Common disregarded groups include:
- Full-time students (enrolled on a qualifying course of at least 21 hours per week)
- People with a severe mental impairment (certified by a GP or consultant and receiving a qualifying benefit)
- Live-in carers providing at least 35 hours of care per week to someone who isn't their spouse, partner, or child under 18, where the person receiving care gets a qualifying disability benefit
- 18 and 19-year-olds still in full-time education or who have recently left school
- Members of religious communities (monks, nuns)
- Diplomats and certain international personnel
So a parent living with an adult child who has a certified severe mental impairment and receives a qualifying benefit can claim the single person discount — the child is disregarded.
How to Apply in Dudley
Contact Dudley Council to apply for the single person discount:
- Online: Through the MyDudley portal at my.dudley.gov.uk — look for the council tax discounts section
- Phone: Call 0300 555 2345 (Dudley Council Plus)
You'll need to confirm that you're the sole counted adult at the property. Dudley may ask for evidence, particularly if someone else is registered at the address — a student status letter, a GP certificate and qualifying-benefit proof for severe mental impairment, or proof that a previous occupant has moved out.

When Someone Moves In (or Out)
If a second counted adult moves into your property, you lose the single person discount. You must notify Dudley within 21 days of the change. Failing to report the loss of a discount can result in a penalty and a demand for the underpaid council tax backdated to the date the change occurred.
The reverse applies too. If you've been paying the full rate because you had a partner or another adult living with you, and they move out or pass away, you should apply for the single person discount immediately. It takes effect from the date you become the sole counted adult, not the date you apply — but you need to claim it.
After a bereavement, the single person discount can usually be backdated to the date of death if you apply promptly. Council tax during the period immediately after a death (including probate exemptions) is covered in detail at bereavementstartguide.com.
How It Interacts With Council Tax Reduction
The single person discount and CTR are separate reliefs that work together. The discount reduces your gross council tax liability by 25%. Then Dudley calculates your CTR (maximum 40%) on the reduced figure.
For a single UC claimant in a Band A property:
- Gross annual bill: £1,429.89
- Single person discount (25%): minus £357.47
- Net liability: £1,072.42
- Maximum CTR (40%): minus £428.97
- You pay: £643.45 per year
Without the single person discount, CTR would be calculated on the full £1,429.89, giving you a maximum CTR of £571.96 — but you'd still pay £857.93. The discount saves roughly £214.48 in this example, even though CTR partially offsets it.
If you're living alone and haven't claimed the discount, you're overpaying on both the base bill and the CTR calculation.
The Dudley Council Tax Reduction guide explains how the single person discount interacts with every element of Dudley's CTR scheme, including the Band C cap and non-dependant deductions.
