North Northamptonshire Council Tax Reduction: Complete Guide to the Local Scheme

What Is Council Tax Reduction in North Northamptonshire?

Council Tax Reduction (CTR) — sometimes called Local Council Tax Support — is a means-tested benefit that cuts your council tax bill if you're on a low income. North Northamptonshire Council runs its own local scheme for working-age residents, separate from the national pension-age rules.

The critical detail most people miss: under NNC's standard working-age scheme, Council Tax Reduction covers at most 75% of your council tax liability, leaving at least 25% payable regardless of income. Separate Section 13A discounts, such as the care-leaver discount, can reduce the remaining balance in eligible cases.

For 2026/27, the Band D council tax rate in North Northamptonshire is £1,918.23 — a 4.99% increase over last year. On that Band D figure, the 25% minimum payment works out to roughly £479.56 per year before parish precepts.

Who Can Claim?

You need to meet all of these conditions:

  • You're liable for council tax on a property in North Northamptonshire (Kettering, Corby, Wellingborough, Rushden, Oundle, Thrapston and surrounding areas)
  • The property is your main home — second homes and empty properties don't qualify
  • Your savings are £16,000 or less — capital above this threshold disqualifies you from standard working-age CTR
  • You have the right to reside in the UK and aren't subject to a No Recourse to Public Funds condition

The scheme covers both employed and unemployed residents. If you're on Universal Credit, you still need to apply for CTR separately — your UC claim does not trigger a council tax reduction automatically.

How Much Will You Get?

The maximum award is 75% of your net council tax liability (after any statutory discounts like the Single Person Discount are applied). How much of that 75% you actually receive depends on your household income and circumstances.

If your net weekly income is at or below your applicable amount (the government-set baseline for basic living costs), you get the full 75%. If your income exceeds the applicable amount, the council applies a 20% taper — deducting 20p from your award for every £1 of excess income.

Capital between £6,000 and £16,000 generates "tariff income" of £1 per week for every £250 (or part) above £6,000. Savings below £6,000 are ignored entirely.

Pension-Age vs Working-Age

If you've reached the qualifying age for State Pension Credit, you fall under the national prescribed scheme — which can pay up to 100% of your council tax, with no local minimum payment. The 75% cap and 25% minimum only apply to working-age claimants.

Mixed-age couples (one partner above and one below pension age) are treated as working-age for CTR purposes, unless they've been continuously entitled to Pension Credit or legacy Housing Benefit since before May 2019.

How to Apply

Apply directly through the NNC website at northnorthants.gov.uk under the Benefits section. You cannot apply through the DWP or your Universal Credit journal — this is a separate, local claim.

You'll need to provide identity documents, proof of income (wage slips or UC statements), and two consecutive months of bank statements for every account you hold.

If you can't apply online, call NNC Customer Services on 0300 126 3000 or visit a public service centre in Kettering (Sheerness House, Meadow Road), Corby, Wellingborough, or Thrapston.

What Happens After You Apply

NNC aims to process complete claims within 14 to 28 calendar days. Once approved, the award is credited directly to your council tax account — not paid as cash. You'll receive a revised demand notice showing your reduced balance split into adjusted monthly instalments.

If your income changes (particularly common for UC claimants whose wages fluctuate monthly), your CTR is automatically recalculated when NNC receives the updated data from the DWP.
