North Northamptonshire Council Tax 25 Percent Minimum Payment Explained
Under North Northamptonshire's standard working-age scheme, support is capped at 75% of net liability, leaving at least 25% to pay even if your income is zero. Qualifying Care Leavers and residents awarded discretionary Section 13A relief can receive further reductions. This minimum payment policy has been in place since the council formed in April 2021, reconfirmed for 2026/27 by Full Council in December 2025.
What the 25% Costs in Real Money
For a Band D property at £1,918.23 (the 2026/27 rate), the 25% minimum works out to £479.56 per year — roughly £47.96 per month over ten instalments, or £39.96 over twelve.
Lower bands pay less. A Band A property's 25% minimum is about £319.71 per year. A Band B, roughly £372.99. But the 4.99% rate increase this year means the minimum amount rose for every band compared to 2025/26.
If you also get the 25% Single Person Discount, your minimum payment is calculated on the already-reduced bill. So a single person in a Band D property pays 25% of £1,438.67 (the post-discount figure), which is £359.67/year.
Why 25% and Not Zero?
Before 2013, Council Tax Benefit was a national scheme that could cover 100% of your bill. When the government localised it and cut funding by roughly 10%, councils had to design their own working-age schemes within tighter budgets. North Northamptonshire (and its predecessor districts) chose a 75% cap, meaning a 25% minimum contribution.
Not every council made the same choice. Some English councils still offer up to 100% for working-age claimants. Others set the floor at 8.5%, 20%, or 30%. North Northamptonshire's 25% is toward the higher end nationally.
Pension-age claimants are protected by national regulations and can still receive up to 100% council tax reduction — the standard 25% minimum applies to working-age households.
What If You Can't Afford the 25%?
The 25% isn't optional, and it can't be reduced through the standard council tax reduction scheme. But there are two other routes:
Section 13A hardship relief. NNC has discretionary power to grant further reductions to anyone in exceptional financial hardship. You must have already claimed all other discounts and reductions you're entitled to, and you'll need to show a detailed income-and-expenditure statement proving the 25% is genuinely unmanageable. The approval rate is low — in 2024/25, NNC approved only 8 of 305 applications (about 3%) — but it exists as a last resort.
Care leaver discount. Former looked-after young people aged 18 to 20 who were under Northamptonshire Children's Trust can receive a discretionary reduction covering 100% of their remaining council tax liability. Ages 21 to 24 can also be considered if a remaining shortfall is unmanageable because of specific personal vulnerabilities and they provide a supporting statement from their social worker or personal adviser.

Building the 25% Into Your Budget
The practical reality is that most working-age claimants absorb the 25%. A few things help:
Spread payments over 12 months. By default, NNC bills over 10 monthly instalments (April to January), but you can request 12-month billing to flatten each payment.
Pay by Direct Debit. This avoids missed payments that can escalate quickly into reminder notices, court costs, and enforcement.
Watch for revised demand notices. If you're on Universal Credit, your council tax reduction may change monthly as your UC fluctuates. Each revision adjusts your remaining instalments. Knowing this means fewer surprises.
If the 25% plus your other costs genuinely can't be met, contact StepChange (0800 138 1111) or National Debtline (0808 808 4000) before you fall behind — free, regulated debt advice is available and far better than waiting for a liability order.
