Council Tax Reduction Income Taper Explained: North Northamptonshire
The income taper is the mechanism that decides how quickly your council tax reduction shrinks as your income rises above the baseline. In North Northamptonshire, the taper rate is 20% — meaning for every £1 of weekly income above your applicable amount, your council tax reduction falls by 20p.
How It Works in Practice
The calculation starts with your applicable amount — the government's figure for what your household needs to cover basic living costs each week. This varies by household type: a single adult, a couple, someone with children, someone with a disability premium — each has a different applicable amount.
If your net weekly income (after earnings disregards, tax, and NI) is at or below your applicable amount, you receive the maximum council tax reduction award — 75% of your net council tax liability in North Northamptonshire.
Once your income exceeds the applicable amount, the taper kicks in. The formula:
Weekly taper deduction = 20% × (net weekly income − applicable amount)
This deduction is subtracted from your maximum award. If the taper deduction exceeds the maximum award, your council tax reduction drops to zero.
A Concrete Example
Take a single working-age adult with an applicable amount of £90.50/week, living in a Band C property with a Single Person Discount. Their net council tax liability is about £24.59/week, and the 75% cap gives a maximum award of £18.44/week.
- If they earn £90.50/week net (after disregards): full award of £18.44/week. They pay only the 25% minimum.
- If they earn £130.50/week net: excess income is £40. Taper deduction = 20% × £40 = £8.00/week. Award drops to £10.44/week.
- If they earn £182.70/week net: excess income is £92.20. Taper deduction = 20% × £92.20 = £18.44/week. Award reaches zero — no council tax reduction.
The break-even point — where the taper eliminates the award entirely — depends on your applicable amount and your council tax band. Higher bands have higher maximum awards, so the taper takes longer to erode them. Higher applicable amounts (from disability premiums or children) push the break-even income higher too.
Earnings Disregards Before the Taper
Before the taper calculation, NNC applies standard weekly earnings disregards that reduce your assessed income:
- £5/week for a single person
- £10/week for a couple
- £25/week for a lone parent
- Up to £20/week if you or your partner qualify for a disability or carer premium
These disregards are subtracted from your gross earnings (after tax and NI) before comparing against the applicable amount. They effectively raise the income threshold at which the taper begins.
Certain income is fully excluded from the means test regardless of the taper: Child Benefit, PIP (both components), DLA, Attendance Allowance, Armed Forces Compensation, and War Disablement Pension. The housing element of Universal Credit is also excluded to prevent double-counting rent support as disposable income.

Why the Taper Matters for Universal Credit Claimants
UC claimants are reassessed monthly. Each month's earnings produce a different UC award, which feeds into a different income figure for the council tax reduction taper. The result: your CTR can change every month, and your council tax instalments shift with it.
During a high-earnings month, the taper may reduce your award significantly or eliminate it. During a low-earnings month, your award may rise back to the maximum. This isn't an error — it's the taper doing exactly what it's designed to do. Each reassessment produces a revised demand notice from NNC.
If you receive a nil-award notice after a spike in earnings, don't panic. Your claim stays open. When earnings drop the following month and the DWP sends a new data view, NNC reassesses and your award resumes.
