Pension Age Council Tax Reduction in North Northamptonshire
If you've reached State Pension age, the rules for council tax reduction in North Northamptonshire are fundamentally different from those for working-age claimants — and significantly more generous. Pension-age support is governed by national regulations, not the council's local scheme, and it can cover up to 100% of your bill.
The Key Differences
No 25% minimum payment. Under North Northamptonshire's standard working-age scheme, the 75% cap leaves at least 25% of net liability to pay regardless of income. Pension-age claimants face no such cap — if your income and capital qualify, you can receive a full 100% reduction and pay nothing.
National rules, not local. The pension-age scheme is set by the Council Tax Reduction Schemes (Prescribed Requirements) (England) Regulations 2012. NNC has no discretion to change the rules for pensioners. The means test, applicable amounts, capital limits, and income tapers are all set nationally.
More generous capital limits. The upper capital limit is £16,000 — the same figure as the working-age scheme. But between £10,000 and £16,000, tariff income is calculated at £1 per £500 (or part) per week rather than £1 per £250 for working-age, which makes the taper gentler.
Automatic backdating. Pension-age claims can be backdated up to three months without needing to demonstrate "good cause." Working-age claimants can only backdate one month and must provide a reason for the delay.
Who Counts as Pension Age
You qualify for the pension-age scheme once you reach the qualifying age for State Pension Credit — currently 66 in the UK (rising to 67 between 2026 and 2028). Check your exact State Pension age at gov.uk if you're near the boundary.
Mixed-age couples (one partner above pension age, one below) are generally treated as working-age since May 2019, unless they've been continuously entitled to Pension Credit or legacy Housing Benefit since before that date. This means the working-age 75% cap and 25% minimum payment apply to the couple, even though one partner has reached pension age.
How the Pension-Age Means Test Works
The assessment follows a similar structure to the working-age test but with different parameters:
- NNC calculates your net council tax liability (after any statutory discounts like the Single Person Discount or Disabled Band Reduction).
- Your income is compared against your applicable amount. Pension-age applicable amounts are generally higher than working-age, reflecting the assumption that pensioners have fewer earning opportunities.
- If your income is at or below the applicable amount, you receive up to 100% council tax reduction.
- If your income exceeds the applicable amount, a 20% taper applies — your weekly reduction drops by 20p for every pound of excess income.
Attendance Allowance, PIP and DLA are disregarded. State Pension is counted as income; the scheme disregards the first £10 per week of a War Disablement Pension and certain other specified war-related payments.

Applying for Pension-Age Council Tax Reduction
The application process is the same as for working-age claims — through NNC's online portal at northnorthants.gov.uk, or by phone on 0300 126 3000, or in person at service centres in Kettering, Corby, Wellingborough, or Thrapston.
You'll need proof of identity, your council tax reference number, details of all income (State Pension, private pensions, Pension Credit, any earnings), and two months of bank statements for every account.
If you're already receiving Pension Credit (Guarantee Credit), your council tax reduction application is straightforward — the income test is essentially pre-satisfied, and you'll typically receive the maximum award. Make sure NNC has a copy of your latest Pension Credit award notice.
Claiming Other Discounts Alongside
Pension-age council tax reduction stacks with other statutory discounts:
- Single Person Discount (25% off) if you live alone — or if the only other people in your home are "disregarded" (severely mentally impaired, students, care workers, etc.)
- Disabled Band Reduction if your home has been adapted for a disabled person's needs — this drops your bill by one band
- Severe Mental Impairment disregard if a resident has dementia or another severe cognitive condition certified by a doctor and receives a qualifying benefit
These are applied before the council tax reduction calculation, so they reduce the base figure that the pension-age scheme assesses.
The North Northamptonshire Council Tax Reduction guide covers both the working-age and pension-age schemes side by side, making it straightforward to understand which rules apply to your household.
