Pensioner Council Tax Reduction in County Durham
Pension-Age Council Tax Reduction Is a Separate Scheme
If you've reached State Pension age, live in County Durham, and are not receiving Universal Credit, you fall under the nationally prescribed pension-age Council Tax Reduction scheme rather than Durham's local working-age income-banded scheme. The distinction matters because the two schemes run on different rules — different capital limits, different calculation methods, and different backdating rights.
Durham County Council administers both schemes, but the pension-age version is set by central government regulation under the Council Tax Reduction Schemes (Prescribed Requirements) (England) Regulations 2012. The council cannot change its core rules the way it can redesign the working-age scheme.
How the Pension-Age Scheme Differs from Working-Age
The working-age scheme in County Durham has a 90% baseline cap, with 100% support available for qualifying terminal-illness cases supported by an SR1, and uses five fixed income bands. The pension-age scheme works differently in almost every respect.
Capital limit: Pension-age claimants can hold up to £16,000 in savings before losing eligibility entirely. Between £6,000 and £16,000, a tariff income of £1 per £250 (or part) above £6,000 is added to weekly income. If you receive Guarantee Pension Credit, the £16,000 upper limit is waived completely — your savings are ignored.
Calculation method: Instead of income bands, the pension-age scheme uses a means-tested applicable amount. The council compares your total weekly income against a personal allowance figure that reflects your household composition (single, couple, any disabilities). If your income is below the applicable amount, you can receive up to 100% reduction — there is no 10% minimum payment for pensioners.
Automatic backdating: Pension-age claims are automatically backdated up to three months without needing to show good cause. Working-age claimants must demonstrate continuous good cause for every month of backdating, up to a 12-month maximum.
Who Counts as Pension Age
You qualify for the pension-age scheme if you have reached State Pension age and are not receiving Universal Credit. People who have reached State Pension age but receive Universal Credit remain under the working-age scheme. Mixed-age couples receiving Universal Credit are assessed under the working-age rules.
State Pension age is currently 66. You can check your exact date using the government's State Pension age calculator on GOV.UK.

Claiming Pension-Age CTR in County Durham
The claim process is the same as working-age: submit an application through Durham County Council's online portal at durham.gov.uk/counciltaxreduction, or contact Customer Services on 03000 26 0000 for a paper form or telephone-assisted application.
You will need to provide proof of identity, your current Council Tax bill, evidence of all income (State Pension letters, private pension statements, any earnings), and bank statements covering two recent months for every account. If you receive Guarantee Pension Credit, include your award letter; it confirms that you receive the benefit that removes the £16,000 capital limit.
The one-calendar-month evidence deadline applies to pension-age claims too. Supply requested documents within one calendar month of the council's request; if evidence arrives late without good cause, the official claim date shifts to when the council receives complete evidence.
Pension Credit and Maximum Support
Guarantee Pension Credit removes the £16,000 upper capital limit. The council still calculates your award under the pension-age means test; a reduction of up to 100% may be available.
If you receive Savings Credit without Guarantee Pension Credit, the pension-age means test still applies. Ask the council to assess your income and entitlement.
What If You Are Already Receiving Working-Age CTR
If you currently receive CTR under Durham's working-age income-banded scheme and you reach State Pension age, the council should reassess you under the pension-age scheme. In practice, this does not always happen automatically — especially if your records do not have an up-to-date date of birth or your circumstances changed around the transition. Contact the council to confirm you have been moved to the pension-age scheme, particularly if your reduction percentage does not seem to reflect the more generous pension-age rules.
