Milton Keynes Council Tax Reduction and Universal Credit: What You Need to Know
Universal Credit Does Not Cover Your Council Tax
One of the most common misconceptions in Milton Keynes is that Universal Credit handles your Council Tax automatically. It does not. The UC Housing Element helps with rent, but Council Tax Reduction is a completely separate scheme administered locally by Milton Keynes City Council.
If you have recently started claiming UC and assumed your Council Tax bill would drop, check whether a CTR claim was actually triggered. Without one, you owe the full amount.
How the DWP Data Transfer Works
When you first apply for Universal Credit, the DWP application asks whether you need help with your Council Tax. If you select "Yes," the DWP sends your personal details and UC award information electronically to Milton Keynes City Council. This counts as a valid CTR application — no separate form needed.
The problem is that many people either miss this question, click through it, or are not prompted when their circumstances change later. If the data transfer did not happen, the council has no record of your need, and you receive a full-amount bill.
Three situations require a direct application to the council even if you are on UC:
- You already receive UC but were not previously entitled to CTR (for example, your earnings dropped or your savings fell below £6,000)
- You moved into Milton Keynes from another local authority area while on UC
- You did not tick the Council Tax help box when you first claimed UC
In any of these cases, apply through the Milton Keynes benefits portal online or call 01908 253135.
How UC Earnings Affect Your CTR Award
Milton Keynes uses a traditional means test, not an income-banded system. The council uses income and award information from your UC assessment in its means test, comparing countable weekly income with your Applicable Amount. If your income is lower, you get the maximum award (80% of your bill, or 100% if you are in a protected category). If it is higher, your award tapers down at 20p per £1 of excess.
For UC claimants with fluctuating wages (zero-hours contracts, gig work, overtime), this creates a practical issue. Every UC assessment period produces a slightly different monthly payment, which can trigger a CTR recalculation.
For UC claimants with fluctuating monthly wages, Clause W81(1A) allows the council to disregard a recalculated change of £0.50 per week or less and keep the existing award. Recalculation and a revised bill are triggered only when cumulative changes alter weekly entitlement by more than 50p. This reduces billing churn from minor changes.

Mixed-Age Couples and UC
If one partner has reached State Pension Credit age and the other is working-age, your CTR route depends on benefits. If either of you claims Universal Credit, Income Support, income-based JSA, or income-related ESA, you are assessed under the working-age scheme — with the £6,000 capital limit and 80% maximum award. Only mixed-age couples who do not claim any working-age benefit can access the more generous pension-age rules.
Reporting Changes
You are legally required to report any change in circumstances to Milton Keynes City Council within 21 days — even if the DWP is already processing the same change through UC. The DWP sends UC assessment data periodically, but relying on that feed does not remove your obligation to report significant material changes directly to the council.
Report changes through the council's online portal or by calling the Council Tax helpline on 01908 253794.
The Milton Keynes Council Tax Reduction guide includes a UC-to-CTR checklist and a worked example showing how fluctuating UC payments affect your award month by month.
