How to Apply for Council Tax Reduction in Milton Keynes

Two Routes Into the System

Milton Keynes City Council accepts Council Tax Reduction applications through two channels, and the right one depends on your benefit status.

If you are claiming Universal Credit, the DWP application includes a question asking whether you need help with Council Tax. Selecting "Yes" triggers an electronic data transfer to Milton Keynes City Council's Revenues and Benefits department. This automated feed carries your personal details, income, and UC award information directly to the council, and it counts as a valid CTR application — you do not need to fill in a separate form.

If you are not on Universal Credit, have moved into Milton Keynes from another local authority while receiving UC, or already receive UC but were not previously entitled to CTR, you must apply directly through the council's online benefits portal, powered by NEC Software Solutions.

Applying Online Through the Council Portal

The direct application is submitted via the Milton Keynes City Council benefits section on milton-keynes.gov.uk. The form asks for your Council Tax reference number, household details, income and benefit information, and savings figures. You will also need to upload supporting documents.

Have these ready before you start:

  • Your Council Tax bill or reference number
  • National Insurance numbers for you and your partner
  • Bank statements for the last two months (all accounts)
  • Payslips — five weekly or two monthly
  • UC monthly assessment statement (if applicable)
  • Tenancy agreement or proof of ownership
  • Proof of identity (passport, driving licence, or national identity card)

The council typically allows one calendar month to provide evidence after a request. Missing that window can delay or affect your claim.

If You Cannot Apply Online

Not everyone has reliable internet access or the confidence to navigate a digital portal. Milton Keynes provides alternatives:

  • Phone: call the Benefits Helpline on 01908 253135 to request a paper form or get phone-assisted guidance
  • Citizens Advice Milton Keynes: free Adviceline on 0808 278 7991, with outreach appointments at locations across the city including Bletchley, Wolverton, and Stony Stratford
  • Community hubs: assisted digital access is available through council community hubs and Citizens Advice outreach points

When Your Application Starts

Your CTR award begins on the Monday after the council receives your completed application or valid DWP electronic notification. If you are already receiving UC and ticked the Council Tax help box, the Monday after the council receives that notification is the relevant start date.

This makes timing important. A delay of even a week in submitting your application shifts your start date forward by that same period — and unlike pension-age claims, working-age claims do not automatically backdate. You can request backdating separately for up to six months, but you will need to demonstrate continuous good cause for the delay.

What Happens After You Apply

The council assesses your application against the means test: your income versus your Applicable Amount, with a 20% taper on any excess. If you qualify, the award appears as a credit on your Council Tax account, and you will receive a revised bill showing lower instalments.

Processing times vary, but you should continue paying your current bill amount until the revised bill arrives. If CTR is granted and you have overpaid, the council adjusts your remaining instalments or issues a refund on request.
