Milton Keynes Council Tax Reduction Eligibility: Who Qualifies and Income Limits
Who Qualifies for Council Tax Reduction in Milton Keynes
Milton Keynes City Council runs a means-tested Council Tax Reduction (CTR) scheme for working-age residents. You may qualify if you meet three conditions: you or your partner are named as liable on a Milton Keynes Council Tax bill, you live in the property as your main home, and your household savings sit below the capital threshold.
The scheme is separate from pension-age support. If you or your partner have reached State Pension Credit age and neither of you claims Universal Credit or another working-age benefit, you fall under the national pension-age rules instead, with a higher capital limit of £16,000 and potential support up to 100% of your bill.
The £6,000 Savings Limit
Milton Keynes sets a strict £6,000 capital cut-off for working-age applicants. Capital includes bank balances, ISA holdings, shares, and any other liquid savings. If your combined household savings hit £6,000 or above, you are ineligible — regardless of how low your income is.
Your main home is fully disregarded, so property equity does not count. Joint accounts are split according to each person's share, and the council aggregates savings for couples living together.
This is notably tighter than the pension-age threshold (£16,000) and tighter than some neighbouring councils that set theirs at £10,000 or £16,000.
Income Assessment: How the Means Test Works
If your savings are under £6,000, the council compares your net weekly income against a benchmark called the Applicable Amount — a statutory figure based on your household makeup (single, couple, lone parent, number of children, disability premiums).
When your income falls at or below the Applicable Amount, you receive the maximum award. When it exceeds it, the council tapers your award down at 20p for every £1 of excess income.
Several income sources are fully disregarded: Personal Independence Payment, Disability Living Allowance, Attendance Allowance, Child Benefit, and War Pensions. Earned income gets partial disregards too — £5 per week for a single person, £10 for a couple, £25 for lone parents, with higher disregards where disability components apply. Childcare costs are disregarded up to £175 per week for one child or £300 for two or more.

Maximum Award: 80% or 100%
Standard working-age claimants can receive a maximum of 80% of their Council Tax bill. That leaves a minimum 20% to pay out of pocket.
Four groups qualify for 100% support (zero minimum payment):
- War Pension recipients (War Disablement Pension, War Widow's or Widower's Pension)
- Care leavers under 25 who were formerly in local authority care
- Residents whose clinician certifies that death within 12 months is not unlikely (via an SR1 form)
- Residents with a severe mental health condition affecting financial management, provided they do not have a cohabiting partner or appointed attorney/carer handling their finances, verified by the Mental Health Evidence Form 2026
If you fall into one of these categories, you should still apply through the standard process — the council assesses your protected status as part of the claim.
Who Is Excluded
Some people cannot claim CTR in Milton Keynes regardless of income:

- People subject to immigration control under the Immigration and Asylum Act 1999
- Residents absent from their home beyond statutory limits (typically 13 weeks, or 26–52 weeks for specific employment, medical treatment, or care conditions)
- Households where neither the applicant nor their partner is named as liable on a Milton Keynes Council Tax bill
