Council Tax Reduction for Disabled Residents, PIP Claimants, and Carers in Milton Keynes
How Disability Affects Council Tax Reduction in Milton Keynes
Disability interacts with the Milton Keynes CTR scheme in two ways: it can qualify you for a higher maximum award, and it changes how your income is counted.
Standard working-age claimants are capped at 80% of their Council Tax bill. But four protected categories receive up to 100% — and two of them relate directly to disability and health conditions.
The Four 100% Protected Categories
Milton Keynes grants the full 100% CTR award to working-age residents who meet any one of these criteria:
Terminally ill residents — where a clinician certifies that death within 12 months is not unlikely. You need a completed SR1 form (the same form used for the DWP's Special Rules).
Severe mental health condition — specifically, a mental health condition that significantly impairs your ability to manage your own finances. You must not have a cohabiting partner, appointed attorney, or carer handling your financial affairs. Verification requires the official Mental Health Evidence Form 2026, completed by a qualified health or social care professional (psychiatrist, CPN, social worker, or GP).
War Pension recipients — anyone receiving a War Disablement Pension, War Widow's Pension, or War Widower's Pension.
Care leavers under 25 — formerly in local authority care.
PIP, DLA, and Income Disregards
Even if you do not qualify for a protected category, receiving disability benefits improves your CTR position significantly.
Personal Independence Payment (PIP), Disability Living Allowance (DLA), and Attendance Allowance are fully disregarded as income. The council does not count them at all when running the means test. This lowers your countable income, which either increases your award or moves you below the Applicable Amount threshold — giving you the full 80%.
If you receive the Enhanced Daily Living component of PIP or the Higher Rate Care component of DLA, you may also qualify for a disability premium within the Applicable Amount calculation, which raises the income threshold further.

Non-Dependant Deduction Waivers
Normally, if another adult lives in your home, the council applies a weekly deduction to your CTR award based on that person's income. But this deduction is completely waived if you or your partner receives:
- The Daily Living component of PIP (at any rate)
- The Care component of DLA (at any rate)
- Attendance Allowance
This waiver also applies if you are registered blind. The exact deduction otherwise depends on the non-dependant's gross weekly income.
Carers and Council Tax
If you receive Carer's Allowance, it counts as income for the means test but qualifies you for a carer premium in the Applicable Amount, offsetting some of the impact. The non-dependant deduction waiver depends on whether you or your partner receives qualifying disability benefits; the person you care for receiving PIP or DLA does not by itself trigger the waiver.
Separate from CTR, the Severe Mental Impairment (SMI) exemption is worth knowing about. If your home is occupied solely by people certified as severely mentally impaired and receiving a qualifying disability benefit, the property is 100% exempt from Council Tax entirely (Class U exemption). Where an SMI individual lives with one other qualifying adult, a 25% discount applies. This is claimed through the Council Tax office, not the CTR system.
Disabled Band Reduction
Another route that runs alongside CTR: if your home has been physically adapted for a disabled resident — a ground-floor bathroom, wheelchair-width doorways, a dialysis room — you can apply for a Disabled Band Reduction. This drops your property's valuation band by one level (for example, Band C to Band B), reducing the underlying bill before CTR is even applied.
The Milton Keynes Council Tax Reduction guide walks through every disability-related discount and exemption, with a checklist for combining CTR with the SMI exemption and Disabled Band Reduction.
